(202)366-0125 The Federal Highway Administration (FHWA) has a
requirement for a study to investigate and categorize driver errors,
determine their underlying causes and provide recommendations for
countermeasures application. The objectives of this effort are to: 1)
Develop a taxonomy of driver errors and determine the underlying common
causes of those errors; 2) Develop and apply a methodological approach
for data collection and analytical techniques in driver error analysis
for accidents and critical incidents; 3) Produce guidelines for
improved coding of accident data in promoting quality and consistency
in driver error analysis; 4) Collect and examine data on critical
incidents; 5) Make recommendations regarding data collection and
analytical techniques for near misses; 6) Recommend possible highway
design, operational, and traffic control devise countermeasures, as
well as in-vehicle devices to improve driver performance; and 7)
Provide input to the Interactive Highway Design Model on driver
performance. It is anticipated that a formal request for proposals
(RFP) will be issued on or about May 12,1997 to solicit proposals for
this requirement. Interested parties may request a copy of this RFP by
