A -- DISSEMINATION AND EVALUATION FOR PROMISING AND EXEMPLARY PROGRAMS SOL RFP-97-022 DUE 053097 POC Yolanda L. Abney, 202-708-6498, Dean Pike, 202-708-8569 The purpose of this contract is to provide for the evaluation and dissemination of promising and exemplary educational programs. The knowledge Applications Division of the Office of Educational Research and Improvement (OERI) of the U.S. Department has a need for the design and implementation of a technical assistance activity which will provide logistical,k administrative, and analytical support for designating promising or exemplary educational programs and sharing this information with the broader educational community and the general public by the most effective means possible. In order to meet the Government's need, the Contractor shall conduct the following activities: (a) Provide logistical support and expert advice for the creation and support of two new expert panels, one in education technology and one in early reading. These panels will be part of the system of experts panels and will identify and disseminate promising and exemplary programs in education technology and one in early reading using the Phase II Standards as approved by the Board; (b) Provide logistical support and expert advice for the continuation of the standing panel, including training for the members of the standing and expert panels; (c) Provide logistical support and expert advice for the continuation of the mathematics/science panel and; (d) Develop and begin to implement a comprehensive system to disseminate educational programs identified as promising and exemplary through the system of expert panels, and design and implement a summative evaluation of dissemination efforts. Authority for this activity is found in Public Law 103-277, which includes Title IX, the Educational Research, Development, Dissemination, and Improvement Act of 1994 which the President signed into law on March 31, 1994. This procurement will take place as a full-and-open competition.
