Boespflug, Fax number 701-224-5255 The North Dakota Army National Guard is seeking industry comments for a proposed Indefinite Delivery/Indefinite Quantity Catered Meal Contract to be awarded on or about 01 October 1997. The proposed contract is multiyear (base year plus four option years); estimated meals are 75,000-140,000 per year consisting of breakfast, lunch, and dinner meals; Government provided facility and equipment. The contractor would be required to provide, prepare, and serve all food items. In addition, complete routine sanitation and cleaning requirements (in accordance with TB MED 530). To compensate for food cost and wage increases, an annual adjustment would be applied to submitted base year meal costs for each meal. This adjustment would be based on a published Department of Labor Consumer Price Index (CPI) and Employment Cost Index (ECI). Total meal cost would = food cost+labor cost+profit. Annual contract adjustment would be based on submitted costs, i.e., food cost would be adjusted by the CPI and labor cost adjusted by the ECI. Contractors are required to pay published Department of Labor wages for the base year and each separate option year. Contractors will be required to prequalify based on a technical board evaluation. We are considering requiring contractors to submit separate prices for different meal ranges, i.e., separate cost for <50 meals, 50-200 meals, and greater than 200 meals per breakfast, lunch, or dinner. Another option would have the vendor submit prices for less than 100,000 meals and greater than 100,000 meals served per year. We ask for your suggestion, if these are adequate ranges. Past history has shown that 25% of our meal requirements are from October to March and the remainder of the year accounts for the additional 75%. Another option is to annually adjust the meal costs based on published Basic Daily Food Allowance (BDFA).
