The U.S. Army Aviation & Troop Command (ATCOM) seeks to reduce the cost of the ownership of the UH-60 Black Hawk fleet through the modernization of the following spare part/sub-system (hereinafter spare): UH-60 Black Hawk: T700 Engine Starter, NSN: 2995-01-208-7809, PN: 3505300-6-1, CAGE Code 59364. Historically the subject spare has been returned from the field for one or more of the following reasons: a. Cracks in Starter Air Inlet Housing, b. Wiring Harness Damage, and c. Oil leaks in the carbon face seal at the split line between the exhaust housing and the starter gear case. Conservatively, the Army repairs this spare at an annual rate of 563 to support a fleet size of: a. Army -- 1415, b. Navy -- 479, c. Air Force -- 99, d. Customs Service -- 16, e. Coast Guard -- 36, and f. FMS -- 46, Total -- 2,091. Estimated flying hours are 12 per month for each aircraft. The cost to repair each item is averaging $2,400 for a total spare fleet cost of ownership of $1.35M. ATCOM, on behalf of the Army, desires to substantially reduce the cost of ownership via a Modernization Through Spares Pilot Program (MTSP2). A focused discussion for interested parties will occur at ATCOM, St. Louis on May 7, 1997. Submit names of potential attendees (NTE 3 per commercial firm) by May 2, 1997 to POC listed above. Mr. Baranowski will also attempt to provide specific data or UH-60 performance criteria if needed and available. ATCOM desires to identify qualified vendors interested in submitting an innovative solution that addresses improved "Life Cycle Sustainment" cost reduction from manufacturer to mechanic for the spare identified above and any related configurations. The objective of this announcement is to solicit supplier/vendor input via an "Open Source of Supply" approach. The information provided will allow ATCOM to develop an effective future MTSP2 solicitation. Potential exists for a 10-year fixed price award with incentives. Under consideration is a 1 year pilot with 3 options each of 3 years. ATCOM is willing to entertain new buys if more economic than the current repair program. Contracting methods envisioned are FAA Certified commercial items or non-developmental item acquisition as defined in FAR Part 12. The Army retains the right to use all information provided for evaluation and envisioned future solicitation purposes while protecting proprietary interests. Submissions are desired by 04 Jun 1997. The information submitted under this notice will be for planning purposes and may be considered during the development of a competitive or sole source solicitation.
