Dept. Of Commerce/National Ocean Service's goal is to help ensure that
development and conservation of the Nation's coasts are managed in
ways that maintain their biodiversity and productivity for sustained
use. Improved understanding of the way coastal ecosystems function
along with the ability to predict responses of human activities, are
key to an approach that will ensure the Nation's coastal ecosystems are
managed for future benefits. An integrated program of monitoring,
process research, modeling, assessments and information dissemination
will provide the scientific basis for designing measurements to prevent
harm to ecosystems while allowing for sustaining development. The
effective management of the Nation's ocean and coastal resources
require that all levels of the public and private sectors integrate
their activities, meaningful evaluation, feedback and adaptive
management are essential to sustained progress. NOS has a number of
recurring and new editorial projects that will help disseminate
information about NOS and various programs to a variety of audiences:
other federal agencies, legislative, academic, and various other
constituents. NOAA/NOS has a requirement for a contractor to provide
technical writing, editing and graphics services to perform the
following tasks: 1) edit, design, and produce NOS's strategic plans for
FYs 1998- 2000; 2) write, design, and produce NOS briefing papers; 3)
write, design, and produce NOS technical reports; 4) write, design, and
produce NOS overhead/slide presentation; 5) write, design, and produce
NOS outreach materials. Period of Performance: Date of Award through
March 2000 (Base Year: Date of Award -- March 98; Option Year 1: March
98 -- March 99; Option Year 2: March 99 -- March 2000). Applicants
must meet the following requirements: 1) Have a minimum of 5-10 years
of experience and proven success (samples of products must be
submitted) in developing brochures, presentations, and other outreach
materials; 2) Demonstrate ability to (1) translate scientific and
technical information about NOS functions into clear, concise language
for a lay audience; (2) create attractive, compelling graphic designs
and illustrations that enhance a lay audience's comprehension of the
scientific and technical functions; 3) Demonstrate extensive experience
in writing and designing documents and overhead presentations about:
(1) Modern navigational technologies, such as the Electronic Chart
Display and Information System, differential Global Positioning
Systems, and NOAA's Continuously Operating Reference System; (2) Modern
surveying technologies, such as multibeam and side-scan sonar; (3)
Sound management of coastal resources, with a demonstrated familiarity
about monitoring and assessment tools, water quality and allocation
models, geographic information systems, ocean color remote sensing,
ecological characterizations, and environmental sensitivity indices.
The award will be for a base year and two (2) option years with a firm
fixed price contemplated. Except when it is determined in accordance
with FAR 17.206(b) not to be in the Government's best interests, the
Government will evaluate offers for award purposes by adding the total
price for all options to the total price for the basis requirements.
Evaluation of options will not obligate the Government to exercise the
option(s). Qualified applicants may write to the address above for
