(703)696-1011. Headquarters, U.S. Marine Corps is requesting quotes to
fulfill a requirement, 100% Set-aside for Small Business, for Marine
Corps personalized warm-ups consisting of matching jacket(s) and
pant(s). This is a combined synopsis/solicitation, M00027-97-R-0003,
for commercial items that has been prepared in accordance with the
format in Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation, quotations are requested with references and product
samples (which may not be returned). Additionally, a more formal
written solicitation will not be issued and this solicitation is issued
as a Request For Quotation (RFQ). The incorporated provisions and
clauses of this RFQ are those in effect through Federal Acquisition
Circular 45. The warm-ups (Item 0001, option items 0002 and 0003) shall
consist of varying sizes and quantities as listed below and should
offer the following desired features or equal to be considered: JAMMIN
CUSTOM APPAREL & ACCESSORIES "STORM" style or equal in "Red" with a
fabric blend of 60% cotton 40% nylon, medium weight fabric coated w/
Dupont Teflon or equal for water, wind and stain resistance, that does
not affect breathability, and shall be lined with lightweight 100%
nylon white breathable fabric, front/back of jacket "Gold" slash from
right to left ("lightning bolt") on left sleeve from shoulder to cuff,
"Red" with 4" folding collar with gold triangle on inside so that when
collar is folded tip of triangle is at edge of collar, front pockets
with zippers (all zippers shall be YKK brand or equivalent) and
interior security pocket, non-roll elastic waistband, seven thread seam
construction (five thread overlock, reinforced with two threads on each
major seam), combination knit elastic cuffs with self fabric and
elastic on top and 50% cotton/50% nylon high bulk knit portion inside,
embroidered 2" X 3" logo (sample made available to awardee) on left
front chest, embroidered 3 inch gold athletic block "MARINES" across
upper back. The pants: "Red", 60% cotton, 40% nylon, medium weight
fabric & Dupont Teflon or equal coated for water, wind and stain
resistance, that does not affect breathability, pull on pants with
self-covered 1 1/4" -- 1 1/2" elastic waistband with heavy braided
nylon drawcord, elastic cuffs, 16" side leg zippers, two deep side
pockets, one (wearer's right side) back zippered pocket (Unlined).
Total firm requirement of 300 approximately broken down as follows:
10-Small, 65-Medium, 130-Large, 85-X-Large and 10-XX-Large and
approximately same via Option for FY-98 and FY-99. Delivery for the
firm requirement will be NLT 60-days from order date F.O.B. Destination
(Nov 91)(FAR 52.247-34)to MWRSTACT, Quantico-MCB, VA. First Article
(FAR 52.209-4) paragraph (a) One unit of Item 0001 within 14 (calendar
days) at HQMC (above address para.7. and the desired hand-carry
address is Clarendon Square Building, 3033 Wilson Blvd, (Room 722)
Arlington, VA 22201) and paragraph (b) within 7 (calendar days).
Offerors with their quotes should submit product sample(s) (logos not
required), including a 5" X 5" example of embroidery using multiple
colors. Contractors are forewarned that the washability of the material
may be tested to assure that the color and specifically the "red" color
does not run. If providing a complete product sample is prohibitively
expensive, at a minimum a "red" fabric and embroidery color samples,
that can reasonably support vendor capability, to satisfy this
requirement should be provided along with at least one completed
product sample warm-up (fabric & construction not critical) that can at
an absolute minimum depict a "large" warm-up for size comparison
purposes. Prospective offerors may be afforded a one time opportunity
to view drawings, logos and associated "pictorial-cosmetic" displays of
the desired features of the warm-ups at HQMC. Written responses should
be forwarded to the above address and it should include if desired a
specific request to view the referenced drawings and displays. Terms
for potential follow-on orders (Small lots/odd sizes) identical items
are desired for comparison purposes. The provisions of FAR 52.212-1,
Instructions to Offerors -- Commercial applies to this advertisement
(addenda N/A ). In addition, 52.212-2, Evaluation -- Commercial Items
applies to this acquisition. Award will be made to the responsible
offeror whose offer conforms to the solicitation and is found to be
most advantageous to the Government, price and other factors
considered. Specific evaluation criteria to be included in Paragraph
(a) of FAR 52.212-2, Evaluation -- Commercial Items is as follows: The
following factors in descending order of importance will be used to
evaluate offers: (1) Quality of product, such as fabric and
workmanship, which will be a Government subjective determination of
technical capab ility and adherence to specifications. The washability
of the material is critical and will be tested to assure that the
"red" color fabric does not run,) (2)Price (3) Past Performance.
Offerors should include a completed copy of the provision at 52.212-3,
Offeror Representations and Certifications-Commercial Items, with its
offer. The clause at 52.212-4, Contract Terms and
Conditions,-Commercial Items, applies to this acquisition (addenda N/A
). The clause at 52.212-5, Contract Terms and Conditions Required To
Implement Statutes Or Executive Orders-Commercial Items, applies to
this acquisition, additionally under paragraph (b) thereof the
following sub-paragraphs are hereby checked, (1), (3),(5), (6), (7),
(8), (9), (10), (11), (15) and (17) regarding which, if any, additional
FAR clauses cited in the clause are applicable to the acquisition.
Warranties provided shall at a minimum be consistent with standard
commercial practices. See numbered Note 1. (100% Set-aside for Small
