FHWA anticipates issuance of an RFP for an "ATMS R&D and Systems
Engineering Program," with anticipated proposal due date of June 20.
FAXED REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. Instead,
please request the solicitation by sending a letter and TWO
SELF-ADDRESSED ADHESIVE LABELS to the point of contact listed. Cite the
RFP number on a bottom corner of the labels. Using FULL AND OPEN
COMPETITION, the FHWA plans to award a TASK ORDER TYPE contract under
which the contractor will provide systems engineering, integration and
technical requirements and analysis to the ATMS R&D Program in the
following three areas. (1) Systems engineering, integration,
application and sustainment of FHWA's Traffic Research Laboratory
(TReL). This includes: (a) the elaboration and refinement of the TReL
to meet the evolving needs of the ATMS R&D Program; (b) the application
of the TReL to support the laboratory and field testing and evaluation
of advanced traffic management andcontrol technologies and systems;
and (c) the day-to-day operation, management and maintenance of TReL
assets. (2) Development, integration, validation, maintenance, and
configuration management of FHWA's TRAFfic (TRAF) R&D software. This
includes: (a) providing for an uninterrupted flow of new, upgraded and
validated TRAF models, simulation systems and support systems that
provide a sound analytical basis for the assessment, analysis and
comparative evaluation of emerging and competing Intelligent
Transportation Systems (ITS) concepts and systems, as well as
traditional operational traffic improvement measures; and (b)
implementing a configuration management and control program for FHWA's
TRAF R&D software. (3) R&D technical requirements and analyses. This
includes: (a) identifying and formulating requirements necessitating
new R&D; (b) capitalizing on opportunities to incorporate advanced
technologies and analysis techniques into new and on-going R&D efforts;
(c) conducting technical analyses and prototyping in support of planned
and on-going initiatives; (d) providing program planning and
integration support; and (e) providing technical assistance and
training in expediting the rapid transfer of proven R&D products and
services from the laboratory to the field. To request this
