services associated with international requirements of the United
States and the foreign countries participating in the Security
Assistance Training Program. The services will include but not be
limited to the following: -Educational and training services -Training
implementation -Engineering and technical services -Logistics
-Management assistance, consulting and facilitation services -Training
liaison -Special mission personnel and -Transportation support
services This synopsis is being issued in an attempt to discover if
there are small businesses, classified under SIC 8711, who are
qualified to perform the above services for the Naval Education and
Training Security Assistance Field Activity (NETSAFA) international
training school located in Pensacola, FL and to provide training and
training support services in Navy activities such as government-owned
contractor operated facilities. The services may be required in various
locations in the United States or in foreign countries. NOTE: THIS IS
NOT A REQUEST FOR PROPOSALS. THIS IS NOT A FORMAL PROCUREMENT AND
THEREFORE THERE IS NO SOLICITATION. The sources sought/market survey is
being published in order to learn about potential qualified sources for
a potential future requirement. If a firm is 8(a) certified in SIC
8711, the firm should clearly identify themselves as such. In order for
a contractor to be qualified to teach the curriculum at the NETSAFA
International Training School, the contractor must fulfill the
following: Contractor instructors must be graduates of a military
instructor training course or equivalent. The standard for this
requirement is the Navy's Instructor Training (IT) course, A-012-0011.
Contractors will not attend the Navy IT course at government expense.
Training such that is readily available to the contractor in the
private sector, for example, Cardiopulmonary Resuscitation (CPR), will
be required. Contractor instructors must have at least two (2) years
of teaching experience, requisite educational requirements which in
some cases includes Masters and Doctorate degrees and recent technical
expertise which ranges up to 10 -- 15 years in the field or related
field. Types of positions required include, but are not limited to the

Class 2 Instructor Class 3 Instructor Training, Weapons, and Warfare
Systems Specialist Senior System Engineer System Engineer Senior

Specialist Human Factor Engineer Technical Subject Matter Expert
Property Manager Pilot/Instructor Aircraft Mechanic/Instructor
Translator/Instructor Survival Instructor Firms having the training
service and management capabilities described above are invited to
submit complete information to the office listed. Interested firms
should clearly demonstrate their expertise in the above described
fields and in overall training for the Navy. Firms should also show
their ability to staff the levels and types of training shown above.
Information should include an outline of previous educational and
training efforts including specific services previously performed or
being performed in the listed areas. Respondents will not be notified
of the results of the evaluation of the information submitted, however,
sources deemed fully qualified will be included on the recommended
source list of the formal procurement. Responses should be submitted in

02P13 within 10 calendar days from publication of this notice. Your
reply should cite FISC Det Philadelphia Reference No. 97-1982 and the
