notice of intent to issue an RFQ to conduct a technical evaluation,
and develop the best integrated voice, data, and video
telecommunications system to support the Fleet & Industrial Supply
Center (FISC). The program will be designed to encompass all FISC
managed properties which are located at the Broadway compound, Naval
Station San Diego, Naval Air Station North Island, Naval Air Station
Miramar, Naval Amphibious Base Coronado, and the Naval Fuel Facility
Point Loma. The contractor will be required to provide a written
technical evaluation of the current telecommunications program/service
in use and make recommendations on how to improve the system, while
improving the service and diminishing the overall costs. The evaluation
and recommendations must be compatible with current and future Wide
Area Network (WAN) / Metropolitan Area Network (MAN) / Local Area
Network (LAN) plans. The technical evaluation shall include, but not be
limited to the following: evaluate current system with a view of
providing a system that can expand services, improve reliability,
improve interoperability with other voice/data/VTC systems and make
recommendations; evaluate present cost & time delay for installation
and make recommendations for improvement; evaluate current outgoing
toll charges for long distance calls and make recommendations for cost
reduction; evaluate the use of 800 series numbers vice the current
acceptance of collect calls & make recommendations for cost reduction;
evaluate current CATS trouble call service versus commercial trouble
call service practices; evaluate backup services available for
selective critical lines; provide cost analysis of replacing digital
telephone equipment vice carrying a maintenance contract on each piece
of equipment; evaluate both Call Management Systems (CMS) for
use/cost/effectiveness and provide enhancement possibilities to
increase capability/provide services to obtain world call capabilities;
evaluate a Computer Telephony Integration (CBI) system which would
provide voice, data, and video capabilities to desktop workstations;
evaluate the current Call Center Telecommunication Technology and make
recommendations on expansion and improving service; evaluate & provide
recommendations to show how current CATS/VMS system will integrate into
current or planned high speed data networks so that CBI services will
appear as one system to users at all sites. The RFD will contain the
complete statement of work and description of work required. This
acquisition will be processed utilizing simplified acquisition
procedures. Interested responsible offers will be considered. For a
