This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Federal Acquisition Regulation
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. This solicitation, N00014-97-R-MP05, is issued as a request for
proposal(RFP). The Naval Research Laboratory (NRL) has a requirement
for a surface analysis/molecular beam epitzxy (MBE) system with
ultraviolet photelectron spectroscopy (UPS) excitation light source,
CLIN 0001, ONE (1) EA. The specification for the Surface Analysis/MBE
System with UPS Source is as follows: A surface analysis/molecular beam
epitaxy (MBE) system with ultraviolet photoelectron spectroscopy (UPS)
excitation light source is needed to study organic/metal, organic/ITO
and organic/organic interfaces in molecular organic light-emitting
diodes (MOLEDs). In addition,the MBE chamber will be used to prepare
multilayer structures needed for the fabrication of MOLEDs. This
chamber should be easily interfaced and accessible to a mobile transfer
vacuum vessel where the MOLED can be transferred without breaking
vacuum to a dry box. The contractor shall provide a surface
analysis/MBE system with UPS UV source that meets or exceeds the
following specifications: 1. A MU-metal surface analysis chamber with
ports suitable for: STM/AFM, LEED, XPS, UPS, Auger, depth profiling,
ISS, pressure gauges, manipulator, fast entry or preparation chamber,
sputter ion gun, quad for RGA and TDS, gas inlet, FIM and tip
preparation. Pumping unit for analysis chamber consisting of titanium
sublimation pump, 230 1/s ion getter pump, UHV precision manipulator
for analysis chamber: x/y movement 8mm, z-movement 150mm. Includes
precision rotary drive, sample holder with resistive heater and
provision for direct heating and power supply. Specification for
resistive heating up to 900 C at the sample. 2. A MBE Preparation
Chamber with ports for analysis chamber and fast sample load lock,
sputter ion gun, 8 evaporation sources, pressure measurement, sample
transported, and manipulator. 2 3/4"OD gate valve between analysis
chamber and preparation chamber. Preparation chamber pumping system
consisting of 520 1/s turbo pump with pneumatically operated gate
valve, pump controllers and rotary pump. 3. A fast sample introduction
system with magnetically coupled sample transported and gate valve for
isolation from the preparation chamber, pumped via by-pass by the
preparation chamber turbo pump. Magnetically coupled linear/rotary
drive to transfer samples between preparation chamber and analysis
chamber. 4. A pressure measurement using ion and Pirani gauges and
controllers. 5. A bakeout cover with heaters, bakeout controller and
vacuum interlock. 6. A 19" electronics rack(s) housing all control
electronics. 7. Complete assembly of the system, electrical wiring and
testing. 8. The whole unit should be mounted on a rigid frame suitable
for future high resolution scanning tunneling microscopy (STM)/atomic
force microscopy (AFM) work. 9. Installation and acceptance test
according to document "acceptance criteria". 10.UV source for UPS
studies with angular alignment, mounted on a 2 3/4"flange with power
supply for up to 300mA discharge current including pressure
measurement. Photon flux 1016 photons/s-sr. 11. A 125mm mean radius
hemispherical energy analyzer [resolution capability to below 15mev
full-width at half-maximum (FWHM)] with double focusing 180o geometry
and mu-metal shielding with single channeltron. Analyzer to be suitable
for x-ray photoelectron spectroscopy (XPS) UPS, and electron energy
loss spectroscopy (EELS) with 6" OD system mounting flange, working and
distance of 30mm, complete with digital control/software package. The
analyzer/control system to be supplied as a demo for evaluation and
testing for 90 days. 12.The contractor shall provide installation and
training at NRL for a period between delivery and final acceptance. 13.
Required delivery schedule is 120 days after award. Delivery and
acceptance shall be at NRL,4555 Overlook Ave., SW, Washington, DC, FOB
destination. The soliciitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
90-46 and through Defense Acquisition Circular 91-11. This acquisition
is unrestricted. The small business size standard for this acquisition
is 500 and the SIC code is 3826. The provision at 52.212-1,
Instructions to Offerors -- Commercial, applies to this acquisition.Any
award as a result of this solicitation will be DO Rated Order certified
for national use under the Defense Priorities and Alloca-tions
systems(DPAS)> Offerors will be evaluated in accordance with FAR
51.212-2, Evaluation -- Commercial Items. The specific evaluation
criteria under paragraph (a) of FAR 52.212-2 is: (1) price (2)technical
capability of the item offered to meet NRLs need (3) past performance.
Technical and past performance when combined, are of equal importance
compared to price. Offerors must include a completed copy of the
provisions at 52.212-3, Offeror Representations and
Certifications-Commercial items, DFARS 252.212-7000, Offerors
Representations and certifications- Commercial items and DFARS
252.225-7000, Buy American Act-Balance of Payments Program Certificate,
with your offer. The clause at FAR 52.212-4, Contract Terms and
Conditions-Commercial items applies to this acquisition. The clause at
52.212-5, Contract Terms and Conditions Required To Implement Statues
Or Executive Orders-Commercial Items, applies to this acquisition and
the following FAR clauses cited are applicable: 52,203-6, 52.203-10,
and 52.222-26. The clause at 252.212-7001, Contract terms and
conditions Required to Implement Statues or Executive Orders Applicable
to Defense Acquisitions of Commercial Items, applies to this
acquisition and the following DFARS clauses cited are applicable:
252.225-7001 and 252.225-7012. Offers must be delivered to Contracting
