announcement constitutes a Sources Sought Synopsis. The Alaska Native
Medical Center (ANMC) has a requirement for providing an "Office
Supplies, Next Day Delivery" service similar to that provided through
Federal Supply Schedule 75 III A. The ANMC requirement is for next day
delivery to all ANMC customers requiring essential office products at
the office and medical center work site. The scope of the demand for
this service is difficult to estimate, however, we anticipate that the
potential is extremely high given the size of the facility. Quality
customer service is of particular importance. For these reasons, in
order to insure sufficient capability to fill the high volume of orders
which will occur, and in order to benefit from highly competitive
nature of this industry, both in pricing and servicing, ANMC intends to
award one (1) contract that includes supplies and delivery service. The
Contractor shall be required to: 1) Provide the necessary staff and
supplies to manage and deliver a wide range of office products, as
listed in the above mentioned Federal Supply Schedule; 2) Deliver to a
customer's desktop by the next business day at the ANMC and Primary
Care Center located at 4141 Diplomacy Dr., Anchorage, Alaska; 3) Accept
orders 24 hours a day, seven (7) days a week. Accept order on-line or
via fax or telephone. Walk-in service shall also be available on an as
required basis; 4) Accept payment by the U.S. Government credit card,
or other method(s) specified elsewhere in the agreement; 5) Permit
ANMC to use a Blanket Purchase Agreement to allow ordering by account
and provide customized billing; 6) Provide and distribute a catalog to
all ANMC customers which includes all products covered by the
contract. This catalog will be made available electronically through a
system similar to "The TimeSaver System"; 7) Provide a return goods
policy equal to or better than the program available to commercial
customers; 9) Provide on a routine basis (at least monthly) various
management reports that reflect performance and customer service
indicators, sales by product and customer. ANMC specific reports shall
also be provided on an as required basis. The Contractor must have the
capability to maintain activity address files and provide reports
covering usage at the individual activity level, as well as cumulative
reports for the entire organization; and 9) The Contractor is
encouraged to monitor the market, be aggressive in improving their
pipeline of distribution, and offer price breaks to ordering
departments under the Voluntary Discount Increases concept. This
acquisition is being considered as a set-aside for American
Indian/Alaska Native owned firms under the authority of the Buy Indian
Act (P.L. 61-316). American Indian/Alaska Native owned firms with an
interest in submitting an offer for this project should respond by
April 29, 1997, with the following information: a description of your
organization's qualifications; a summary of recent projects with dollar
value and the name and phone number of the owners representative with
whom you worked; brochures, catalogs, descriptive literature. The
set-aside decision will be based on responses to this sources sought
notice and other information available to the Contracting Officer.
