for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation; bids
are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. The
solicitation number for this procurement is F09607-97-B0013 and is
issued as an Invitation For Bid (IFB). This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular FAC 90-45, Defense Acquisition Circular 90-11 and
Air Force Acquisition Circular 92-51. This solicitation is a Small
Business Set-aside. The Standard Classification Code is 2517 (for
coding purposes only) and the small business size is 500 employees. The
Bid Schedule shall be for: ITEM 0001 -- Demolition of existing 152 dorm
cabinets. Provide and install 152 dorm cabinets at Moody AFB GA.
Quantity: 152. Signed bids must indicate quantity, unit price and total
amount for each line item(s). FACSIMILE BIDS WILL NOT BE ACCEPTED.
Standard Form 1449, Representations and Certifications, Detailed
Specifications and Drawings, available upon request via facsimile to
Roy Durham or Daniel Costello 912-257-3226. SPECIFICATION: Contractor
shall remove and dispose of existing cabinets off Moody AFB. Provide
minor touch up of Gypsum board before installing new dorm cabinets.
Existing furred down area shall remain in tact. All exterior portion of
the dorm cabinet body shall be constructed with solid core Oak
hardwood. All dorm cabinet stiles shall be constructed of Oak hardwood.
Shelving and interior support braces shall be BC " plywood. Use heavy
duty Commercial grade self closing hinges in polished brass. Insure all
other hardware is also in polished brass. Cabinets shall be stained by
applying one (1) coat of light Oak stain. Stain shall be applied to
the interior and exterior portion of the dorm cabinets. Apply two (2)
coats of clear high gloss Polyurethane to the interior andexterior of
the cabinets. Apply one (1) coat, sand, and apply the second coat.
Construct counter top for the lower section of the cabinets using " CD
Plywood with Formica finish and attach a 4" backsplash to the counter
top. Counter top shall be in the color of Almond or Beige. Attach "
CDX plywood to the back of all cabinets. . Install a 1 " steel rod in
the floor to ceiling cabinets as shown on the drawings with a center
support brace, and two (2) wall supports located on both ends of the
rod to attach to the cabinet walls. Construct cabinets with adjustable
slots in the book shelves cabinet to allow the shelves to be lowered
or raised to the preferred height. Contractor shall field measure
existing cabinet opening and provide cabinets which will reasonably fit
and provide filler strip to close any small gaps with proper
workmanship. The contractor will be given 10 rooms to demo and remove
existing cabinets and install new cabinets and repair any damage caused
to the walls during the demolition period. As the contractor finishes
one (1) room, he will be given another never having more than ten (10)
rooms at a given time. A representative from the Moody AFB Housing
Office will coordinate the rooms to be given to the contractor. Rooms
given to the contractor will be occupied during the construction
period. Where the existing carpet is installed up the front of the
existing cabinets, the contractor shall cut the carpet at the bottom of
the cabinet and install 4" wood base at the bottom of the cabinet when
installing the new cabinets. Install a hasp with staple hatch on all
cabinet doors. Use Master Lock #4FG17, High Security Hasp with single
hinge hasp out harden steel. Staple shall be constructed of Boron Alloy
to accept a 7/16" lock loop. Perform all clean-up and dispose of
debris. DELIVERY: Bidder shall be capable of providing quantities as
specified in the Bid Schedule and on the SF 1449.). FOB Point:
Destination. Delivery shall commence on or about 3 JUN 97 with an
overall performance time of 90 calendar days from the date of award
with delivery to 3040 ROBINSON ROAD and 7259 ROBBINS ROAD (DORMS 324 &
577) Moody Air Force Base, Georgia 31699. Delivery will be coordinated
with CAROL HERRING, MOODY AFB HOUSING OFFICE, 912-257-3425/3426 for
dorm room assignments. Provision at FAR 52.212-1, Instruction to
Offerors-Commercial, applies to this acquisition. BID COVER SHEET (SF
1449) SHALL BE SIGNED AND DATED AND SHALL CONTAIN THE FOLLOWING:
SOLICITATION NUMBER; TIME SPECIFIED FOR RECEIPT OF OFFERS, NAME,
ADDRESS, AND TELEPHONE NUMBER OF THE BIDDER; TERMS OF ANY EXPRESS
WARRANTY; REMIT TO ADDRESS, IF DIFFERENT THAN THE MAILING ADDRESS. BID
SHALL ALSO CONTAIN ALL OTHER DOCUMENTATION SPECIFIED HEREIN. Bidders
shall include a statement specifying the extent of agreement with all
terms, conditions, and provisions included in the solicitation. Offers
that fail to furnish required representations or information, or
reject the terms and conditions of the solicitation may be excluded
from consideration. EVALUATION/AWARD: IAW FAR 52.212-2,
Evaluation-Commercial Items, the Government will award a contract
resulting from this solicitation to the responsible offeror whose bid
to this solicitation is the lowest overall price. BIDDERS SHALL INCLUDE
A COMPLETE COPY OF THE PROVISION AT FAR 52.212-3, OFFEROR
REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS, WITH THEIR OFFER.
