38 Logistics Squadron has a requirement for nonpersonal services for
local telephone exchange services at Dobbins ARB GA. The proposed
contract is for five years. The local exchange service provider
certified by Georgia PUC shall provide local commercial communications
service for Dobbins ARB GA. Local communications service shall
include, as a minimum but not limited to, subscriber lines (analog,
digital, and ISDN BRI), local exchange access trunks, transport channel
services, (eg. Low data rate circuits, SS7, and higher bandwidth
circuits including Digital Signal up to Level 3, SONET up to OC-48,
ATM, etc.), exchange (DID) and directory number and number portability,
dynamic bandwidth allocation and bandwidth on-demand services,
emergency 9-1-1 service, operator and directory assistance, local and
Intra-LATA access, and interconnection with Inter-LATA exchange
carrier. Local calling access for Dobbins ARB is required to exchanges
located in Adamsville, Ben Hill, Buckhead, Columbia Drive, Courtland
ST., East Lake, East Point, Forest Park, Gresham, Hollywood RD., Indian
Creek, Lakewood, Peachtree Place, Sandy Springs, Toco Hills, West End,
Woodland Hills, Acworth, Adairsville, Alpharetta, Austell,
Barnesville, Bogart, Bowdon, Bremen, Buchanan, Buford, Canton,
Carrollton, Cartersville, Cedartown, Chamblee, Clermont, Conyers,
Covington, Cumming, Dallas, Douglasville, Duluth, Dunwoddy, Fairburn,
Fairmount, Fayetteville, Flowery Branch, Gainesville, Grantville,
Griffin, Hampton, Jackson, Jonesboro, Kennesaw, Kingston,
Lawrenceville, Lilburn, Lithonia, Loganville, Lula, Luthersville,
Marble Hill, Marietta, McDonough, Monroe, Morrow, Nelson, Newnan,
Norcross, Palmetto, Panola, Peachtree City, Powder Springs, Powers
Ferry, Riverdale, Rockmart, Roopville, Roswell, Senoia, Smyrna,

Competition is open to domestic and foreign sources. All responsible
sources may submit a bid, which shall be considered. Sources responding
to this synopsis must indicate, in writing, whether they are large,
small, disadvantaged and/or a women-owned businesses. For this
acquisition, a concern will be considered small under SIC 4813 with
size standard of 1500 employees. An Ombudsman has been appointed to
hear concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

contacted with issues or problems that have previously been brought to
the attention of the program manager and/or the Contracting Officer
