The U.S. Air Force seeks potential sources under OMB Circular A-76 Cost Comparison Studies for the management of the airfield, transient aircraft services, and the weather station at Kirtland Air Force Base. If, after market research, Government performance is determined to be more advantageous, a solicitation will not be issued. The contractor will provide all management, personnel, and other items and services necessary to operate the facilities. Airfield management duties include, but are not limited to, flight planning/following, notice to airmen (NOTAMS), coordination for VIP's, and ramp inspections. Transient aircraft services include, but are not limited to, transient alert control, crash recovery, and arrival/processing/departure services. The weather station duties include, but are not limited to, forecasting, limited observing, METWATCH, communications, and utilizing meteorological equipment such as AWDS, NEXRAD, and satellites. The Government is seeking sources who can provide any or all of the requested services, and any information concerning commercial statements of work/specifications currently in use by industry to perform similar or related functions. Interested offerors should submit capability statements, including related experience and performance history (with points of contact) within the past five years to PL/PKCC, 2000 Wyoming Blvd. SE, Kirtland AFB, NM 87117-5606. Potential offerors should state if they are a large business, small business, or are 8(a) certified. If a sufficient number of small businesses or 8(a) certified respond, the acquisition may be 100% set-aside for a small business or 8(a) certified under SIC 8744, size standard $5 million.
