E-MAIL: Defense Supply Service-Washington, LeverDH@hqda.army.mil. The Defense Supply Service-Washington intends to award a contract, on a sole source purchase order to Dr. Thomas P. Rona, for a research effort entitled, "Advanced Topics in Information Warfare, Phase II." This is a follow-on effort to a research effort provided by Dr. Rona. It will cover (1) Measures of performance applicable to C3I systems when operating in the presence of information warfare-imposed stresses; (2) Design and conduct of red-team efforts and experiments confirming the value of design improvements; (3) Further applications of the net assessment methodology defined and explored in Phase I. This task consists of the following three components: (a) Critical assessment of all methodologies currently within the OSD's inventory; (b) Review of efforts currently being undertaken by the Services, the Intelligence Community, DISA, NIST, and NSA, as well as by the private sector to improve the US/Allied information warfare defensive posture; and (c) Provide a roadmap for collecting foreign intelligence related to information warfare. The purchase order is classified as SECRET. The proposed period of performance shall be for one year. The SIC code is 8732. The notice of intent is not a Request for Proposals, though any capability statement received within 30 days after date of publication of this synopsis will be considered by the government. (0122)
