Golden, Jr. 202-283-1205 The Internal Revenue Service (IRS) is seeking to enter into a strategic partnership with a PRIME Integration Services Contractor (hereafter known as the PRIME) to undertake a major modernization of the IRS. Accordingly, the IRS shall issue a Request for Comment (RFC) together with the Modernization Blueprint (which includes the Business Requirements, Functional and Technical Architecture and the Implementation Sequencing Plan). Obtaining the RFC and Modernization Blueprint: You may obtain a hardcopy and/or a CD-ROM of the Modernization Blueprint. The hardcopy Modernization Blueprint would require a payment of $465.00 to be made payable to the Internal Revenue Service. The remittance should be forwarded to Edmond J. Golden, Jr., Contracting Officer at: Internal Revenue Service, Office of Tax Systems Acquisition, M:P:T:D, Seventh Floor, Bid/Mail Room, 6009 Oxon Hill Road, Oxon Hill, MD 20745. The hardcopy can be picked-up from the above address or mailed. The CD-ROM may be obtained free of charge by pick-up or by mail from the above address. The RFC will be available on the World Wide Web (WWW) on or about May 15, 1997, at http://www.ustreas.gov or in hardcopy from the above address. Eligibility Requirements for the PRIME: Without exception, Modernization is the single largest systems integration yet contemplated by either the public or private sector. Given the breadth and depth of Modernization, the IRS seeks only those organizations with the extraordinary qualifications and experience required for such a vast undertaking. While most previous systems development and integration efforts pale in comparison with Modernization, it is anticipated that organizations which meet or exceed the following criteria would be sufficiently qualified and experienced to assume lead responsibility for systems development and integration: Government approved Compensation, Purchasing, Estimating and Accounting Systems; Available working capital to be no less than $200 million; Software Capability Maturity Model (CMM) Level 3 Certification or mutually agreeable equivalent standard; Software Acquisition CMM Level 3 Certification or mutually agreeable equivalent standard; and Demonstrated significant program management and systems integration experience including management of subcontractors as measured by lead responsibility for development and implementation of an integrated information system or systems with a scope requiring: In excess of 5 million lines of computer code or equivalent scope and complexity (e.g., integration of COTS and custom code); and/or A budget in excess of $300 million. The prospective offeror must provide at least three (3) client references to enable IRS to validate the offeror representations related to the anticipated PRIME eligibility criteria. Communications: The Internal Revenue Service plans extensive communications with the offeror community including: Modernization Technical Conference. Individual Technical Conferences: Qualified organizations which meet or exceed the eligibility criteria set forth above are encouraged to call the Contracting Officer at (202) 283-1205, to arrange individual technical conferences with the IRS to discuss both the technical and business elements of the planned solicitation. There are no prohibitions with respect to the subject areas to be discussed including the procurement strategy and/or Modernization Blueprint. The IRS would make available its senior technical and business management personnel to facilitate the discussions.
