WHAT CONSTITUTES SEXUAL HARASSMENT SOL HCFA POC Susan E. Crizer,

Adminstration (HCFA) intend to procure training on strategies to
prevent and heighten awareness of what constitutes sexual harassment in
accordance with Simplified Acquistions Procedures on a 100% small
business set-aside basis. There will be at least two instructors.
Preferenceis for a man and a woman for each training session, with a
lead instructor for each session. There will be (2) three hour sessions
per day. Each session will be composed of no more than 25 employees.
The total number expected to be trained is approximately 3,800,
including managers and supervisors. The contractor shall submit two (2)
proposals; 1) to train 3,800 employees; 2) to train 2,600 employees
plus additinal sessions. The employees to receive training includes
employees from central office, 7500 Security Blvd., Baltimore, MD.

20201, and nine of HCFAs' regional offices located in Region I-Boston,
Massachusetts, Region II-New York, N.Y.,Region IV-Atlanta, Georgia,
Region V-Chicago, Illinois, Region VI-Dallas, Texas, Region VII-Kansas
City, Kansas, Region VIII-Denver, Colorado, Region IX-San Francisco,
California, Region X-Seattle, Washington. The first training session
will be a pilot for a group of 25 selected employees. The contractor
shall provide training to two (2) regional offices in FY 1997. The
Project Officer will provide the contractor with a list of the two
regional offices to receive training in 1997. The contractor shall
train approximately 450 managers and supervisors apart from the rest of
the employees. The focus of the training will be on the
responsibilities of the supervior/manager and how to address and
prevent sexually harassing activities in the work place. The Project
Officer will provide the contractor with lists of names of employees,
including a list of employees who are managers/supervisors. The
contractor shall provide training that is largely interactive with some
lecture. The instructors are expected to promote discussions of the
issues, provide pertinent training materials, handouts, vignettes that
show real life examples of problems encountered in dealing with
incidents of sexual harassment, show relevant and interesting videos to
generate questions and discussions. Lesson plans, handouts, and visual
aids will become HCFA property. The contractor will require all
trainees to sign their names on a sheet of paper to indicate their
presence at the training session and provide and collect training
evaluation forms. The contractor shall provide a list of the attendees
and of the absentees and evaluation forms to the Project Officer
within 5 days of the date of the training session. The contractor will
conduct "train the trainer" classes for four (4) designated HCFA
employees. These employees will observe and assist the trainers during
the training, assist in the preparation of the training plan, assist
in fielding questions from the employees and be allowed to conduct
limited training on a part of the training curriculum. The contractor
shall verbally critique the performance and provide feedback to the
student trainer at the end of each session, in private. Period of
performance will begin within 15 days of contract award and will
continue through June 30, 1998. The contractor will hold make up
sessions for central office employees who were not able to attend
training when it was originally scheduled. The Agency will provide
training facilities at single site and Washington, D.C., and comparable
facilities in the regions. Physical facilities will be coordinated by
the Project Officer. All travel by the instructors will be in
accordance with provisions of the Standard Government Travel
Regulations. The Government will make award to the responsible
offeror(s) whose offer conforms to the Request For Quotation (RFQ) and
is most advantageous to the Government, technical and price
considered. As the proposals become more equal in technical merit, the
evaluated price will become more important. The Government reserves
the right, however, to make award to the offeror who provides
reasonable expectation of superior technical performance, regardless of
the offeror's price relative to other offerors' price. Your evaluation
of the technical factors will be based on information in your proposal
that offers the greatest value to the Government. This must include,
but not be limited to 1) experience in regard to training federal
agencies and/or the private sector; 2) trainers resumes; 3) references
of proposed instructors, 4) examples of training materials; 5)
evaluation of courses conducted by the proposed instructors. Your
response to each technical factor must document specific competencies.
Failure to respond to the specific technical factors will preclude
determining your technical capability. Failure to submit all of the
above requirements will result in a rejection of your RFQ. Please keep
