Contract Specialist, (202) 307-7804 The Drug Enforcement
Administration (DEA) has a requirement for the acquisition of dual band
radios and any attendant equipment and supplies. The DEA is seeking
interested sources with the capabilities of supporting this
requirement. -- Period of performance is date of award through 365 days
thereafter with four successive twelve month option periods. The
Government anticipates the award of a firm fixed price (research and
development) type contract. DEA operates a land mobile radio system in
the UHF radio spectrum. A significant number of other federal, state
and local law enforcement agencies operate two way radio systems in the
VHF radio spectrum. In order to achieve interoperability with those
agencies operating in the VHF spectrum DEA wants to purchase hand held
radios that satisfy the requirement for a dual band radio capable of
operating on both the UHF and VHF bands. -- All radios purchased under
this contract shall be completely interoperable/compatible with the
existing DEA land mobile radio system consisting of Motorola mobile
radios, portable radios, and fixed equipment. In addition the radios
shall meet all APCO 25 Standards. -- Technical Specifications: General:
Transmit & Receive Frequencies: VHF 136-174 MHZ; UHF 403-470 MHz.
Channel Spacing: VHF 12.5/25/30 KHz; UHF 12.5/25 KHz. Frequency
Stability: 0.0002% or better. RF Input/Output Impedance: 50 Ohms.
Maximum Frequency Separation (Transmit & Receive): Full Band. Squelch:
Carrier/Continuous Tone Coded Squelch (CTCSS)/Tone Burst/Digital
Squelch. Modulation/Signaling: Compatible/Interoperable with Motorola
fixed, mobile and portable radio equipment. Compatible/Interoperable
with Motorola consoles, console interface units (CIU), digital
interface units (DIU), and modems. Compatible/Interoperable with
Motorola Advanced Securenet (ASN) and Over the Air Rekey (OTAR).
Encryption: Compatible /Interoperable with Motorola Advanced Securenet
(ASN). Compatible /Interoperable with Motorola ASN OTAR. Operating
Temperature: -25 to 55 degrees Centigrade. Receiver: Receiver
Sensitivity: 0.4 microvolts @ 20 dB quieting or better. Receiver
Selectivity (Adjacent Channel): -75 dB or better. Intermodulation: -75
dB or better. Audio Output: 500 mW minimum. Audio Distortion: <3%
or better. Transmitter: RF Power Output: VHF 6 watts minimum, UHF 5
watts minimum. Transmitter FM Hum and Noise: -45 dB or better. Spurious
Harmonics: -75 dB or better. Physical: Dimensions (with Battery): 250

Receive 10 hours minimum, Transmit Duty Cycle 15% minimum. FEATURES AND
FUNCTIONS: (a) The radio shall be synthesized and microprocessor
controlled. (b) The frequencies and the operating parameters of the
radio shall be programmable. Programming will be accomplished using a
generic DOS based 486, Pentium, or equivalent lap top personal
computer. Programming data will be downloaded to the radio using an
interface cable between the computer and the radio. (c) The radio shall
employ a keypad and Liquid Crystal Display (LCD) for user selectable
functions. (d) There shall be a separate volume control and channel
selector knob for each band. (e) The radio shall have connectors for;
an external microphone with push-to-talk, earphone and/or external
speaker, external microphone-speaker with push-to-talk, external
antenna, encryption key insertion, external power, and battery charger.
Connecting to the external speaker, and/or antenna shall automatically
disconnect the respective internal device. Activation of the integral
or external push-to-talk switch shall activate the corresponding
microphone. (f) The radio shall have a removable battery. The battery
shall have the capability of being charged while attached to the radio,
with the radio turned on or off, or when separated from the radio. (g)
The radio shall have the capability to selectively turn each band on
and off. (h) The radio shall be capable of receiving on both bands
simultaneously. (i) The radio shall transmit on only one band at a
time. (j) The radio shall have a single dual band flexible antenna. (k)
The radio shall be capable of operating in either clear or encrypted
mode. (l) The receivers shall be capable of automatic switching to
receive clear or encrypted transmissions. (m) The radio shall have the
capability to independently control the clear/encryption mode and key
selection for each band. (n) Each band shall be capable of supporting
at least 16 encryption keys. (o) Each band shall be capable of
supporting at least 64 channels (each channel will consist of a
transmit and a receive frequency) for simplex or half duplex operation.
(p) Each channel shall be programmable to transmit and receive in
carrier squelch and/or continuous tone coded squelch system (CTCSS),
and/or digital coded squelch mode. (q) The keypad shall be used as a
Dual Tone Multi-Frequency (DTMF) encoder when transmitting. Programming
software shall provide for the capability to: enable/disable DTMF
function, and select continuous or momentary operation. (r) The
receivers shall have a scanning feature so that radio traffic on other
channels can be monitored. (s) The radio shall be capable of total
interoperability with the Motorola OTAR system. (t) The radio shall be
capable of total interoperability with the Motorola ASN encryption. --
Interested sources shall identify whether their dual band radios have
already been developed for use; whether they have experience in
providing dual band radios; and if they have the capability to provide
the dual band radio and attendant hardware and supplies as specified
above. -- Any interested parties shall submit their capability
statement, descriptive literature, and other supporting information to
the Contract Specialist, identified above, within 15 days of this
