This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation 52-DGNE-7-90065
is issued as a RFP. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-46. The U.S. Department of Commerce/NOAA intends to
negotiate on a sole source basis with Vaisala, Inc. of Woburn,
Massachusetts for a quantity of 90 RD93 GPS dropsondes to be delivered
F.O.B. Destination to 5200 Auth Road, Room #102, Camp Springs,
Maryland within 90 days after contract award. Inspection and acceptance
will be made at destination. These dropsondes will be used in
conjunction with the NCAR data system installed on NOAA's AOC P-3
aircraft. Vaisala, Inc. is the only known manufacturer of the RD93 GPS
dropsonde, which is the only dropsonde known to be compatible with the
NCAR data system. All responsible sources may submit a timely proposal
which shall be considered by the agency. Any proposal for other than
the Vaisala RD93 GPS dropsonde must include documentation demonstrating
that the dropsonde being offered is compatible with the NCAR data
system installed on NOAA's AOC P-3 aircraft. Proposals must be received
at the header address not later than 2:00 P.M. Eastern Daylight Time on
May 28, 1997. Proposals must be submitted in writing. The Government
will not accept electronic, telegraphic, facsimile, or telephonic
proposals. FAR Provision 52.212-1, entitled "Instructions to
Offerors-Commercial Items," applies to this acquisition. There are no
addendas to FAR 52.212-1. FAR Provision 52.212-2, entitled
"Evaluation-Commercial Items," is not being used. Award will be made to
the responsible offeror offering the lowest priced, technically
acceptable proposal. Each offeror should include a completed copy of
FAR Provision 52.212-3, entitled "Offeror Representations and
Certifications-Commercial Items," with its proposal. The small business
size standard is 500 employees. FAR Clause 52.212-4, entitled "Contract
Terms and Conditions-Commercial Items," applies to this acquisition.
There are no addenda to FAR 52.212-4. FAR Clause 52.212-5, entitled
"Contract Terms and Conditions Required to Implement Statutes or
Executive Orders-Commercial Items," applies to this acquisition. With
respect to the additional FAR clauses cited in FAR 52.212-5, the
following apply: 52.222-26, 52.222-35 (Department of Commerce
deviation), 52.222-36, 52.222-37, 52.225-18, and 52.225-21. Other than
as stated above, there will be no further contract terms or
conditions. This acquisition is not rated under the Defense Priorities
and Allocations System. There are no applicable Commerce Business
