Notice of intent to solicit on a sole source basis with Dr. Michael Sargent to document artifical change-points in time series of global, climatological, upper-air temperature observations for the Department of Commerce/NOAA, Air Resources Laboratory, Silver Spring, Maryland. Requirements are to work with and modify software developed during phase one. Objectives of phase two are to systematically compare and assess the parametric and non-parametric change-point detection schemes previously developed, and to use those methods to identify radiosonde data records that are free of change-points within a specified level of confidence. The period of performance is upon award through March 31, 1998. The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a requestfor competitive propsoals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. Experience in the following areas is required: programming in JAVA version 1.1 and developing graphical user interfaces using Symantec Cafe development tools, personal computers (Windows NT), familiarity with statistical methods for change-point detection, and experience with prametric and non-parametric methods, working with upper-air temperature records and station history records and writing technical reports. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No telephone requests will be accepted. (0134)
