COMMERCE BUSINESS DAILY ISSUE OF MAY 16,1997 PSA#1847D- PUBLIC NOTICE -- COMMUNICATION SITE The Bureau of Reclamation
(Reclamation) is considering proposals for the construction of a
communication site at a location overlooking Hoover Dam in Nevada
consistent with Telecommunications Act of 1996. Reclamation determined
there are approximately 5,000 square feet of land and an existing 270
foot tower that could be developed for wireless communication purposes
which would serve to benefit the public and reduce federal project
costs. Reclamation will consider proposals for the leasing,
construction, management, and operation of this 5,000 square feet of
land and existing tower for a commercial joint-use site that can be
shared by many licensed Cellular, Personal Communication System, Paging
and other wireless communication providers. Proposals shall be
submitted with the following understanding: a. That all costs
associated with the engineering, environmental compliance,
construction, and management of the site shall be the responsibility of
the proposer. This includes any work performed by Reclamation or its
assigns. b. That it will cost approximately $60,000 dollars to bring
commercial 800 amp, 240 volt single phase power to the site. c. That it
will cost approximately $35,000 dollars to bring optical T-1
telecommunication service to the site. d. That the required size of the
building shall be large enough to provide for the communication needs
of others wishing to co-locate. The size of the building shall not be
less than 10 feet by 20 feet and constructed of pre-cast concrete with
an aggregate finish or approved materials that are attractive, lasting
and that closely match the surrounding terrain. e. That the lease fees
charged shall be increased annually per a negotiated rate. f. That the
lease fee proposed shall be a fixed monthly fee or a combination of a
fixed fee and a split of the revenues gathered from other site users.
The lease fee shall be determined to be fair and reasonable by an
independent real estate appraisal method meeting Federal standards. g.
That the proposer shall be responsible for actively marketing the site
and having new customer rates reviewed and approved by Reclamation.
Reclamation's approval will be to assure that charges are reasonable
and fair, based on market rates. h. That Reclamation's existing static
wire tower shall be utilized to support all radio antenna to be
installed. i. At the termination date of the contract, ownership of the
site building and its associated power and communication support
facilities shall be transferred to the United States. j. That the
contract shall be for a term of 5 years with options for at least three
additional five year periods. k. An engineering study of Reclamation's
tower shall be performed by the proposer in advance of any
construction, to assure that it can support the required antenna. Only
proposals from capable duly licensed communication providers or
responsible communication system site developer/managers with 7 years
of site management experience will be considered. Proposals shall
