(310)363-3939 The Space and Missile Systems Center (SMC) Launch
Programs Office (SMC/CL) intends to issue a letter Request for Proposal
for the Titan IV UPIFC on or about 30 May 1997. The intended source for
this contract is Lockheed Martin Astronautics (LMA) per FAR 6.302-1,
only one responsible source and no other supplies or services will
satisfy agency needs. This effort is a continuation of the work
performed by LMA under the Titan Unified Payload Integration Contract,
F04701-92-C-0028, since 1992. The UPIFC is for the integration of
various DOD and NASA satellite vehicles with the Titan launch vehicle
system for launches at Cape Canaveral Air Force Station (CCAFS), FL and
Vandenberg Air Force Base (VAFB), CA. The estimated period of
performance for this effort is 01 Oct 97 through 30 Sep 03 followed by
two one-year options. The UPIFC will be a cost plus award fee (CPAF)
contract. Integration tasks include the following: systems engineering
and analyses; management and support; interface design and
verification; hardware and software design; mission unique space
vehicle processing support; development hardware build and mission
unique qualification testing; verification and validation; mission
assurance team; and mission studies. The Launch Programs Office plans
to use a Total System Program Responsibility (TSPR) provision in the
UPIFC. The Contractor assumes TSPR for the Titan IV and Titan II launch
vehicles to include responsibility for effective technical, cost, and
schedule management and implementation of all program requirements as
set forth in all Titan interdependent contracts. This requires
successful performance and management of all program elements including
those performed by Major Element Contractors and other subcontractors.
