SOLICITATION EXISTS. This market survey is being conducted to determine
the commercial availability (or non-developmental items availability)
of a COTS educationally-oriented software product or product suite
compatible with and accessible through existing local area networks.
Product must be capable of providing school-system-wide general office
automation focused toward the administrative support functions in
about 150 elementary and secondary schools (85,000 students) located
overseas in 14 countries, in 11 overseas district superintendent
offices, two overseas area service centers. DoDEA Headquarters
(Arlington, VA) requires school summary information only. (An
additional 65 schools (33,000 students) located in seven states within
the continental US and Puerto Rico, and 17 district offices may or may
not be involved.) These functions include but are not limited to:
attendance, health, schedule year maintenance, teacher gradebook,
master schedule building, walk-in scheduling, interface with optical
mark readers, special education support as well as producing reports
such as class lists, daily absentee lists, student directory, course
list, report cards, transcripts and data extracts for district service
offices, area offices and headquarters. Software features must include
the ability to create DoDEA-specific data items capable of the complete
functionality (e.g., the ability to sort) associated with any standard
data item defined in the COTS software product. For example. while a
standard COTS software product is expected to include fields for
parents/guardians names, DoDEA has a specific requirement for fields
associated with a student's sponsor, military rank and other
military-specific data items (date of rotation, duty address, billeting
address) and extensive information related to military careers on
overseas assignments as well as a variety of foreign telephone numbers.
The Government's market survey is also to determine availability of
related software support services and training as well as technical
support. Extent, if any, of overseas site support is not determined but
may be required. Please provide information which would be sufficient
to enable the Government to determine whether or not you can support
the functions previously described. For the purpose of this survey, the
Government requests a response to the following: (1) Name the software
product, its manufacturer, and identify whether or not it is
customarily available in the commercial educational marketplace? (2) Do
you plan to make all items (product software, services, training) for
a complete solution available on a GSA schedule or other existing
Federal Government contract (e.g., joint service umbrella ID/IQ)
available to DoD agencies and, if so, when? (3) To what extent do you
provide toll free or call-back telephone support (none, 10hrs 5day/wk,
24hrs with callback within Xhrs?) (4) What are the minimum hardware
requirements (PC-level, server-level, communication line speeds) needed
to support the software? (5) To what extent do you provide training
support (on-line help, VHS video, CAI, formal classroom?) (6) To what
extent do you provide software support services and technical support?
(7) To what extent does the software provide for customization
(user-defined data items, customized reports?) (8) Quantify the current
usage of the software by identifying how many school systems and how
many individual schools within those school systems use the software.
Do NOT include in your count individual stand-alone (i.e., private,
non-system) schools. Provide three points of contact for customers
(school systems NOT individual schools) using the software. (9) Provide
information regarding availability of demonstration software of the
product. (10) Provide information regarding web site availability (need
NOT be a single web site) with both product and company information.
(11) Provide information (dates, locations) regarding any company
participation (whether company-sponsored or not) in events and
appearances (e.g., conventions, conferences) scheduled for the
remainder of this calendar year. (12) In preparing your response, note
that within the context of this market survey, the word "company"
refers to that of the survey respondent. Clearly identify WHERE (e.g.,
training) all non-company (i.e., third party) sources are required for
your solution. Unless specifically requested in the survey, you need
NOT identify by name, if applicable, any non-company sources. Provide
