This solicitation consists of flood damage repair at 15 intermittent
sites with removal of stream channel debris, excavation & embankment,
culvert installation, concrete headwalls, riprap placement, and gravel
surfacing. Project includes: construction survey & staking;
construction scheduling; silt fence; 4 acre clearing & grubbing; 8 ea
concrete headwall; 3 ea concrete pipe guard; 2,100 ton crushed
aggregate; 852 lnft culvert; 5,100 cuyd excavation; 5,100 cuyd
unclassified borrow; 1,100 cuyd class 3 loose riprap; 1,100 cuyd class
5 keyed riprap; 16 slry units seeding/mulching; 750 sqyd matting; and
other smaller items of work. Project is located approximately 7.5
miles east of Hemlock, Oregon. Work shall be completed by July 31,
1998. Estimated price range is between $250,000 and $500,000.

The following applies only to Minority, Women-Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT), Office
of Small and Disadvantaged Business Utilization (OSDBU), has programs
to assist minority, women-owned and disadvantaged business enterprises
to acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
