Focus Area of the U.S. Department of Energy, Office of Technology
Development and MSE Technology Applications, Inc. are evaluating
methods for the control and treatment of contaminated groundwater
plumes. Among the technologies being evaluated is impermeable membrane
barriers with in-situ pass-throughs and treatment systems. Initially,
the technology will be evaluated at the S-3 Ponds area of the U.S.
Department of Energy's Oak Ridge Y-12 site at Oak Ridge Tennessee.
Several other potential Department of Energy sites for installation and
evaluation have been identified and projects at those locations are in
various stages of planning. Successful completion of these
installations may lead to the implementation of similar installations
at commercial sites in the Pacific Northwest. This is a Solicitation
for Prequalification of Parties interested in designing and installing
impermeable membrane barriers with in-situ pass-throughs and treatment
systems. The following items are being considered: (a) parties with
experience in a radioactive and/or hazardous waste environment with
particular emphasis on transuranic materials and volatile organics; (b)
experience in designing, manufacturing and installing impermeable
membrane barriers with in-situ pass-throughs and treatment systems; (c)
availability (e.g., time to mobilize); (d)company and personnel
experience (including specific projects); (e) experience working at
government facilities; (f) information on additional
development/testing for the technology. Any willingness to provide
cost-sharing opportunities should also be identified. A
PRE-QUALIFICATION PACKAGE WILL NOT BE ISSUED. Parties wishing to
prequalify should address each of the items listed above. Items a and
b will be given the most weight in determining qualification. To be
considered, interested parties should respond with 21 days of the date
of publicaton of this announcement Respondents will be evaluated based
on the verifiable information supplied. Project initiationis scheduled
