FISC Norfolk Detachment Philadelphia intends to competitively acquire Exceptional Family Member Advocate Specialist Services for Navy and Marine Corps families at the Family Service Center, Naval Training Center Great Lakes, IL. These services shall be provided by one full time equivalent working forty hours per week, exclusive of Federal Holidays. Contractor services shall include: the screening/assessment/evaluation of any military dependents, primarily 0-21 years of age, who have handicaps, disabilities or exceptionalities which cause difficulties for them to function in a regular school setting; the coordination of child development information from the military family's previous home of record and expediting referral into the military family's current school district; working with all public and private agencies to expedite military dependent children receiving a complete Individual Educational Plan; coordinating with all Early Childhood Development, Preschool, Child Care and Educational Programs to provide early intervention services to military children with developmental problems; conducting monthly Parent Support Groups for families to network and provide mutual self-help support during the school year; and conducting Healthy Skills Child Development classes such as Babysitting Training, First Aid for Little People (FALP) and Home Alone. A firm fixed price contract is anticipated, with a base period of performance commencing 01 October 1997 through 30 September 1998, with two (2), one (1) year options. The solicitation may require the submission of cost/price and technical proposals. This solicitation shall be set aside 100% for small businesses. The applicable Standard Industrial Code for this acquisition is 8322.
