The intention of this solicitation is to obtain professional services in suppport of DOD efforts to enter into various public/private ventures to encourage housing development projects. The recently enacted Military Housing Privatization Initiative (MHPI) included in the 1996 Defense Authorization Act, offers the military service secretaries broad, new financial authorities to quickly and economically provide their military personnel with quality and affordable housing. The contract will be multiple award, for a base year, with 4 one year options. The annual minimum value of services to be ordered is $600,000. The annual maximum value of the contract is for an aggregate of $6,000,000, for the initial year and a maximum of $7,000,000 for each option year. This is an indefinite delivery/indefinite quantity contract. Travel may be required in the performance of this contract. Travel requirements including an itinerary, will be stated in individual delivery orders. DOD intends to enter into several public/private ventures to encourage housing development projects in selected locations across the country. DOD is soliciting technical consultant services in order to support in the analyses, development, solicitation and award of these housing development projects, as well as assistance with strategic program development and management, legal services and accounting services. Technical activities in support of DOD housing privatization program may include, but are not limited to the following: Program Development, Project Development, Solicitation Development and Preparation, Pre-Award Evaluations, Independent Legal Analysis, and Independent Accounting Services.
