SERVICES SOL DAHA25-97-R-0006 POC Tom Williams, Contract Specialist at
(402) 471-7237. Contracting Officer is Thomas A. Dahlgren at (402)
471-7520. Indefinite Delivery Architect/Engineer Contract to include
Type "A", "B", and "C" Services for the Air National Guard Base,
Lincoln, Nebraska. The following replaces the notice published on 13
May 97. Possible projects include design of: New Roof for Supply/Comm
building; Sewage Lift Station; Repair of Base Supply Loading Dock;
Landscape Master Plan; Update Base Master Plan; Removal of Existing
Water Tower and replace with new Above Ground Fire Suppression Water
Storage; and, Erosion Control Measures at East Entry. Other possible
uses of this contract include Contaminated Soil Remediation/Disposal
and Surveying Support. Basic Agreement will be for one year from date
of award, and will include an option to extend the contract for one
additional year. Individual delivery orders shall not exceed
$200,000.00, and the total of all orders shall not exceed $500,000.00.
Basic agreement may be used by both Nebraska Army and Air National
Guard contracting offices to support design projects in the Lincoln,
Nebraska area. At the sole option of the Contracting Officer, this
agreement may also be used by other Federal agencies for work in the
Lincoln area. Consecutive contracts will not be awarded to the same or
an affiliated A-E firm, and A-E will not be eligible to bid on
projects designed. Significant evaluation factors in relative order of
importance are: (1) Professional qualifications necessary for
satisfactory performance of required services; (2) Specialized
experience and technical competence in the type of work required; (3)
Capacity to accomplish the work in the required time; (4) Past
performance on contracts with respect to cost control, quality of work,
and compliance with performance schedules; (5) Location of the firm
with respect to the project site. (6) Demonstrated success in
prescribing the use of recovered materials and achieving waste
reduction and energy efficiency in facility design. (7) Volume of
Department of Defense work during the past 12 months. Interested firms
are to list the fee amount and date of all DOD contracts awarded
during this period. Firms are to list their size status on SF 255. The
SIC assigned is 8712 and the large business threshold is
$2,500,000.00. If a large business is selected, a Small Business and
Small Disadvantaged Business Subcontracting Plan will be required
before a contract is awarded. Architect Engineer firms that meet the
requirements described in this announcement are invited to submit
completed Standard Forms 254 and 255, Government Architect-Engineer
Qualifications, to the above office. Firms responding to the
announcement within 30 calendar days of this written publication (first
work day following a weekend or holiday) will be considered. This is
