(Site Code DAAB07) This is a modification to presolicitation notices published 28 August 1996 and 27 March 1997 for the Software Engineering and Technical Support (SWEATS) services solicitation (formerly DAEA32-96-R-0017). The CECOM Acquisition Center, Communications, Information and Switching Systems (CISSB) intends to release a 2nd DRFP (file, DRFP2.exe) on or about 13 June 1997 and hold a Pre-Solicitation Conference (See DRFP, Section L, L.26) on or about 23 June 1997. This acquisition is for non-personal Information Technology (IT) services, with emphasis upon software engineering, and related technical services in support of the United States Army Information Systems Engineering Command (USAISEC) and its customers. The objectives to be achieved as a result of this contract are to: ensure that newly developed systems and system enhancements exploit state-of-the-art technology; comply with requisite government standards including Department of the Army Technical Architecture; improve the capability of existing systemsin meeting functional and user needs; provide more timely and accurate information to all levels of USAISEC and other supported organizations; and contribute to the implementation of mandatory policies and procedures. Delivery of these services may require travel to CONUS and OCONUS locations. The services required shall include the following: software engineering and design; production of drawings and plans; performance of security risk assessments and operational security design; performance of requirements studies, site surveys and production of installation plans; performance of computer programming; quality assurance; development of test plans; testing of hardware and firmware, operating systems, and application software; production of enhancements to existing software and firmware; development and maintenance of system documentation; systems analysis, debugging, design, conversion, maintenance, transition, integration, installation, operation and administration; formal and informal user training; software development; configuration management; technology insertion; identification and definition of system interfaces; separation of data from applications; development and population of relational databases; design, development, enhancement and maintenance of human interfaces and interactive processes; and definition of functional requirements. The government intends to award up to three contracts. Of the multiple awards, one contract will be awarded as a partial small business set-aside with a goal of 30% to 40% of the total contract value. The SIC code is 7379-Computer Related Services, Not Elsewhere Classified, Small Business size standard $18M. The contract period will consist of a base year plus four one-year options beginning on or about 1 February 1998 (after a phase-in period of at least 45 days). A top secret security clearance is required; access to classified information at a level up to and including TOP SECRET and Sensitive Compartmented Information (SCI) will be required. All communication between industry and the government during the solicitation phase will be conducted via the CECOM Fort Huachuca Electronic Bulletin Board System (EBBS). Hard copies of documents will not be provided. The EBBS can be accessed by dialing, using any communication program, ANSI VT100 or RIPGRAPHIC, (520) 533-0132. Modems used should be: Data Rate = 1200 bps to 28800 bps (Hayes optima 28.8 B.FC Modems are used); Parity = No or None; Data bits = 8; Stop bit = 1. More information regarding the EBBS, to include a free Windows based COM program designed specifically for the EBBS for downloading, is located on the CECOM Acquisition Center, CISSB web page at http://138.27.160.249. If you have not previously accessed the EBBS, login by creating a login ID and password (to be used each time you log-in). First time you log-in, you will have thirty minutes of limited access but will not be able to download files. Within 24 hours, you will be given full access, with the ability to download files.
