United States Bureau of Reclamation (USBR) is an agency within the
Department of the Interior. Administratively based in Denver, Colorado,
the USBR is a water management organization with operations distributed
through the western United States. The Information Resource Services
(D-7100) provides computer support and direction to the rest of the
organization. Currently, the environment includes: client/server
applications; Novell Local Area Networks (LAN's); a Wide Area Network
(WAN); various Internet applications; Hewlett-Packard (HP) and Data
General (DG) minicomputers running UNIX; Personal Computers (PC's)
operating Windows 3.1, Windows 95, and Windows NT; Oracle databases;
various programming languages and client/server tools; GroupWise office
suite; and other assorted hardware and software as required by USBR
operations. High-level consulting services for various computer and
administrative related disciplines are required by D-7100 and other
USBR organization intermittently in the general areas of data
administration, network hardware and software, network services,
computer security, computer room design, desktop/client hardware and
software, server hardware and software, database software and
application development tools, automated group interaction tools,
project management and project development methodology decision
processes, quality assurance and testing, customer support, security,
Internet technologies, business process reengineering, cost recovery,
and general administration. The work for this requirement is primarily
Denver-based. The Contractor shall have the capability of providing
consulting services in no less than 60% of any of the required areas of
expertise within ten working days (excluding Government holidays) after
receipt of a valid task order. The Contractor shall provide consulting
services in the remaining areas within 20 working days (excluding
Government holidays) after receipt of a valid task order. Contractors
having the capability to provide consulting services in all of the
defined areas within 10 working days (excluding Government holidays)
after receipt of a valid task order are preferred. Individuals
providing consulting services under this contract shall have at least
12 years experience in the subject matter areas such as computer
systems software, computer user support, data base management, local
area and wide area communications, applications development,
information resources administration, general government IRM
administration. Experience is defined as any combination of years in
under-graduate, graduate-level studies, or full-time work experience to
equal 12. Up to five Indefinite-Delivery, Indefinite-Quantity (IDIQ)
contract awards are anticipated to result from this solicitation. Each
will consist of one base year, plus four option years. Task Orders for
work under the contracts will be competed among the awarded firms. A
firm is considered to be a small business and eligible for award under
this solicitation if its average annual receipts, including any
affiliates, for the preceding three years equates to $18.0 million or
less. SIC CODE is 7379. All proposals from responsible sources will be
considered. All sources responding to this synopsis shall submit
information relating to their business status, including identification
as to whether small, large, minority-owned, woman-owned, or 8(a)
