Z -- PRESOLICITATION NOTICE FOR REPAIR/MAINTENANCE CONSTRUCTION INDIFINITE DELIVERY JOB ORDER CONTRACT (JOC) SOL DAHA46-97-B-0002 POC MSG Harold Rowan or CPT Terry Mills, (304) 473-5216 The contract is a firm fixed price indefinite delivery/quantity contract for a broad range of maintenance, repair and minor construction work on real property at 130th AW, WV Air National Guard Base, 1679 Coonskin Drive, Charleston, WV 25311-5005. During the contract period, the Government will identify tasks to be completed by specific job. The Contracting Officer will issue individual delivery orders to the Contractor to complete the jobs. The Contractor will furnish all materials, equipment, transportation, supervision and labor necessary to accomplish the job. Individual jobs will vary in size. Jobs may include trades such as carpentry, road repair, roofing, excavation, interior electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete masonry, and welding. Probable projects include: Construct Security Wall; Alter Dining Hall; Add/Alter Avionics; Alter Command Post; Repair Gutters and Downspouts; Repair Emergency Electrical Power; Replace Halon Fire Protection Systems; Reset Valves POL Facility; Install Additional Aircraft Parking Spots; Interior Painting & Replace Carpet; Construct Sewage Dumping Station; Construct Battery Shop; and respond to emergency repair situations. The contract provides for an initial 12 month period with four optional 12 month periods to be extended at the total discretion of the Government. A maximum contract amount of $2 million for the life of the contract (base period plus option years) is allowed. A minimum basic contract amount of $5,000 shall be awarded in the base year and for each option year during the option years. Each delivery order cannot exceed $300,000. SIC for this contract is 1542. The applicable small business size standard including affiliates is no more than $17 million average annual revenue for the previous three years. The Solicitation Synopsis will be published in the CBD on- or-about July 21, 1997. The tentative date for issuing the Solicitation is on-or-about August 4, 1997 or 15 days after the Solicitation notice is published in the CBD. The tentative date for the Pre-Bid Conference is on-or-about August 19, 1997, 11 A.M. local time and the Bid Opening date/time is on-or-about September 4, 1997, 11 A.M. local time at the Air Guard Base. This solicitation package may be obtained by written request from the USPFO for West Virginia, ATTN: Contracting, 50 Armory Road, Buckhannon, WV 26201-2396, and is reserved for General Contractors. Each requestor must indicate their firm's size status such as large business, small business, small woman owned, small disadvantaged business, or 8(a). This solicitation is Unrestricted with Evaluation Preference for Small Disadvantaged Business in accordance with DFARS 252.219-7008, Notice of Evaluation Preference for Small Disadvantaged Business Concerns -- Construction Acquisition -- Test Program (Apr 1996) and all responsible sources may submit a bid which will be considered. However, this solicitation is restricted to a geographic area within a 75 mile radius of the Air Guard Base location. Contractors outside the geographic area are allowed to compete, provided that if they are low bidder, they must set up full construction work operations within the defined geographic area prior to contract award.
