AnnetteS@SAO.NOAA.GOV. The NOAA Automated Surface Observing System
(ASOS) program has a need for an All-Weather, Liquid and Frozen
Precipitation Water Equivalent Accumulation Gauge. An alternative to
tipping bucket technology is sought which meets the following
performance requirements: (1) Range (i.e., measuring capacity) greater
than or equal to 40 inches (mandatory), liquid water equivalent,
unattended (without user intervention); (2) Reporting Resolution of
0.01 inch. (3) The accuracy of the gauge shall be linear over the
entire operational range for temperature and wind, and shall meet the
following requirements for all precipitation rates (R): 100 percent
plus or minus 4 percent or plus or minus 0.02 inch, time period equals
event time period; (4) The gauge shall not report any change in
accumulation in the absence of precipitation. (5) The gauge shall be
fully compliant with accuracy requirements over the following
operational temperature limits: (a) low temperature operational, minus
60 degrees F; (b) high temperature operational, plus 120 degree F.
Furthermore, the shall survive exposure to the following temperature
extremes with no damage: (c) low temperature withstanding, minus 80
degrees F; (d) high temperature withstanding, plus 130 degrees F. (6)
The gauge shall be fully compliant with accuracy requirements over the
following operational wind limits: (a) Operational steady wind, up to
30 knots; (b) Operational wind gust, up to 46 knots. Furthermore, the
gauge shall survive exposures to the following wind extremes with no
damage: (c) Withstanding steady wind, up to 73 knots; (d) Withstanding
wind gust, up to 125 knots. (7) Reliability, Maintainability, and
Availabilty: (a) Mean Time Between Failure, greater than or equal to
4,392 hours; (b) Periodic Maintenance interval, not less than 90 days;
(c) Mean Time To Repair, less than or equal to 30 minutes; (d)
Availability greater than or equal to .9998861. Vendors may request a
copy of the Statement of Work (including design requirements) from the
contact person within 2 weeks of CBD issuance and should respond
