Agricultural Marketing Service (AMS), Poultry Division, intends to
acquire an Advisory and Assistance Service contract in the area of
public relations service to develop a coordinated campaign with respect
to the USDA grade shield on poultry and eggs. There are three major
objectives which must be met in any resulting contract. These
objectives are 1) to develop an educational package including but not
limited to specific concepts or messages obtained from existing focus
group research, background information and prototype educational
materials; 2) to develop and disseminate a news release or series of
news releases through selected media to educate consumers about the
values of USDA graded poultry products; and 3) to develop in
conjunction with the AMS Poultry Division an education kit for use by
schools, including selecting the most effective age group. The long
range goal of the project is to educate the public on the importance of
USDA grading shields and the benefits of USDA's grading service. The
period of performance shall be within 180 days from the effective date
of the contract. This is a 100% total set aside for small business.
