This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written RFQ (SF 1449) will not be issued. This solicitation is being issued as an RFQ under number DAHA3697Q5012. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-45. This solicitation is 100% set aside for small business under SIC 3825. Size standard for SIC 3825 is 500 employees. Brand Name or Equal provisions apply. Test equipment must be Huntron or of equal manufacture with respect to each model number of test set to be purchased as follows. If alternate manufacture is to be proposed, the vendor bears the burden of proving that the item(s) proposed are equal to or better than Huntron with respect to function, performance, results, capabilities, features, etc. The Government may require a demonstration as part of evaluation process. The Government reserves the right to reject any proposal not meeting the burden of proof of "equality" with the Huntron models listed herein. Evaluation factors for award: Each quotation shall be evaluated on the basis of equality with Huntron models using technical commercial catalog information; pricing; warranty; and delivery, in that order. Line items to be quoted are as follows: Item 0001: Test Set, Semi-Conductor Device, Computer operated, with housing; tests and troubleshoots circuit boards (digital, analog or mixed signal) and other electronic components; Huntron Model 5100DS Tracker, or equal; NSN: 6625013489634, Quantity: 1 each. Item 0002: Test Set, Robotic Prober Analog Signature Analysis (used in conjunction with item 0001), computer controlled probe, with housing; tests and stores analog signatures of printed circuit boards, test point locations, signatures of good components, comparison analysis between tested board signature and file data signature, etc.; Huntron Model RP388 or equal; NSN: 6625013788012; Quantity: 1 each.
