GLOBAL POSITIONING SYSTEM, REQUEST FOR INFORMATION ON A NEW GPS SIGNAL IN SPACE The Global Positioning System (GPS) Joint Program Office is interested in industry comments on creating new military and civil signals within the existing frequency bands. This concept, called frequency partitioning, would utilize the current 24 MHz allocations at L1 (1575.42 MHz) and L2 (1227.6 MHz). Each band would be divided into 8 MHz blocks; the middle 8 MHz block at both L1 and L2 would be allocated for civil signals (Lc), and the outer blocks at L1 and L2 would be allocated for military signals (Lm). The GPS JPO is primarily considering solutions that are backward-compatible with existing P(Y) code receivers -- however, all ideas are welcome. Among ideas currently being considered are Manchester codes, filtering the P(Y) signal, frequency hopping, and frequency division multiplexing. Of special interest is the impact on commercial receivers of limiting the civil signal to 8 MHz. The GPS JPO envisions this new signal structure to be tested and implemented on a future GPS satellite. The purposeof this Request for Information (RFI) is to help the GPS JPO define the future architecture of the GPS, including consideration for civil (government and commercial) GPS augmentations and other Global Navigation Satellite Systems (GNSS) that will complement the GPS. The future GPS signal design (including Lm) will drive the definition of this systems architecture. The GPS JPO is actively seeking industry involvement in the future design of the GPS to make certain program decisions do not conflict with commercial receiver design directions. Your innovative thoughts are welcome on this subject. Your inputs may be used to define the eventual Lm and influence the future GPS architecture.
