Air Warfare Center Aircraft Division (NAWCAD) Patuxent River is tasked
to provide engineering services to support the Advanced Signal
Processor's (ASP) Air Common Acoustic Processing (ACAP) operational
software. This requirement is for a sole source procurement to Lockheed
Martin Federal Systems, Inc. (LMFS) to provide engineering services for
the incorporation of design improvements, modifications, and testing of
the AN/UYS-1 Control Processor Microcode (CPM); to complete feasibility
and engineering studies, hardware prototyping and test support of
hardware associated with the AN/UYS-1; and to accomplish training in
hardware performance of the AN/UYS-1, use of support software products
and application of modified software. It is anticipated that a Cost
Plus Fixed Fee level of effort contract will be awarded for one base
year of performance and four one year options, commencing 23 November,
1997. The estimated level of effort is approximately 18,840 hours for
the base year and an additional 18,840 hours for each option year. The
sole source nature of this key requirement will provide essential
support for a unique one of a kind system designed and developed by
LMFS. As the original designer LMFS is the only source that owns the
knowledge, experience and skills required to provide these services.
Negotiations are to be held solely with Lockheed Martin Federal
