Technologies for the areas identified in Part 1; SOL JSF BAA 97-1. This
BAA is in 6 parts; see NAVAIR synopsis numbers 20117, 20118, 20120,
20121 and 20122 for parts 1, 2, 4, 5 and 6. SPECIAL CONSIDERATIONS
(continued): 2) Supporting Documentation: Those companies selected for
award shall be required to complete standard FAR/DFARS representations
and certifications and submit a Small Business Subcontracting Plan, if
applicable; 3) Restriction on Disclosure and Use of Data: Offerors
should apply the restrictive notice prescribed in the provision at FAR
52.215-12, Restriction on Disclosure and Use of Data, to trade secrets
or privileged commercial and financial information contained in their
proposals. Also, in accordance with DFARS 227.403-7(a)(2), limitations
of the government's ability to use or disclose such technical data or
computer software will be included as a cost consideration.
Accordingly, the offeror shall submit a price for which it would
provide proprietary technical data to the government with Government
Purpose License Rights. It is not the Government's intention to procure
data rights in connection with contracts awarded under this BAA. The
pricing data is requested to support affordability assessments in the
event the Government at some future date is interested in procurement
of data rights related to the concepts and/or technologies addressed in
the work funded by the JSF Program. Proposals submitted without this
information will not be excluded. 4) Notification of Partial Award: The
JSF Program Office may make a partial award on the basis of a proposal.
To facilitate a partial award, the costs for each severable Statement
of Work (SOW) task should be easily identifiable; 5) Preparation Cost:
This announcement is a solicitation and does not commit the government
to pay for any response preparation costs. The cost of preparing
proposals in response to this BAA is not considered an allowablbe
direct charge to any resulting contract or any other contract. It is,
however, an allowable expense to the normal bid and proposal indirect
cost as specified in FAR 31.205-18. 6) Use of Support Service
Contractor Personnel: Support service contractor personnel will be used
by the JSF Program Office to support the evaluation process and to
provide other administrative support in the execution of this BAA. All
such personnel will be required to sign non-disclosure forms.
Contractor support personnel will not be used to evaluate or assess
proposals, or perform any other duties which may require them to read
proposals except for the purposes of administrative support of the
evaluation process. Submission of a proposal shall be deemed to be the
Contractor's consent to the Government's use of support contractors in
the evaluation process. PROPOSAL PREPARATION INSTRUCTIONS: General
Instructions: Offerors shall include a one (1) page executive summary,
releasable under Freedom of Information Act provisions. Separate
technical and cost volumes are required, and must be valid for a period
of 180 days. Proposals must reference the BAA number and the subject
area. Separate proposals are required for each subject area. Proposals,
one master and one backup, shall be submitted in electronic format on
a 3.5 inch MS-DOS formatted disk or on single/dual speed CD ROM, using
Microsoft Word 6.0, EXCEL 5.0, and Microsoft Power Point 4.0. One
paper copy of the following documents shall be submitted: SF1411, DD
Form 254, and Ozone Depleting Substances Certification. Questions
