Technologies for the areas identified in Part 1; SOL JSF BAA 97-1. This
BAA is in 6 parts; see NAVAIR synopsis numbers 20117, 20118, 20119,
20121 and 20122 for parts 1, 2, 3, 4 and 6. PROPOSAL PREPARATION
INSTRUCTIONS: General Instructions (continued): Proposal files shall
use the following valid extensions: .doc for Microsoft Word documents,
.xls for EXCEL documents, and .ppt for Microsoft Power Point
documents. The following documents shall be set forth in separate
files: Executive Summary, SOW, technical volume, cost volume, SOW Task
Pricing Matrix, Fiscal Year Pricing Matrix, Labor Hour Summary Matrix,
SF1411, DD Form 254, Ozone Depleting Substances Certification, and List
of Required GFE/GFI (if necessary). An additional data file is required
as the JSF Program will use a relational data base to support the
evaluation process. This data will include a table which contains basic
information applicable to each proposal submitted. This data will be
used to identify the proposal, and support a variety of evaluation and
procurement related actions. To facilitate entry of data into this
file, each offeror is requested to provide a "tab delimited ASCII
file", named "Info.ktr", with each proposal submitted. This file must
be submitted on an unclassified disk, with the synopsis kept
unclassified. If the snyopsis cannot be kept unclassified state this in
the synopsis section, and include the classified synopsis in the body
of the proposal. This file will contain the following information (with
a tab between each entry, for blank entries make sure you put in an
extra tab), in the following exact order: name of offeror; name of
official point of contact for all correspondence; point of contact
phone number; address line 1; address line 2; address line 3; address
line 4; city; state; zip code; title of proposal; category of proposal;
classification of proposal; proposal cost (total cost plus fixed fee
(omit characterssuch as $ and,); proposed period of performance
(months); proposal synopsis (unclassifed description) -- limit to 100

words or less [end of sample file]. Additional Recommendations: Do not
embed sound or video (e.g., MPEG) files into the proposal documents.
The evaluation system will not incorporate a capability to read these
files and these files slow the scroll rate. Graphics which are embedded
into documents should be kept as simple as possible. Complex graphics
require longer periods for the computer used in the evaluation system
to draw, and redraw these figures, and scrolling through the document
is slowed signficantly. Suggestions include: a) limit colors to 256
colors at 1024x768 resolution; avoid color gradients; b) simplify the
color palette used in creating figures; c) be aware of how large these
graphics files become, large files are strongly discouraged; d) avoid
scanned images; and e) no foldouts. Questions should be directed to
