Specialist, 212-264-4874. The U.S. Army Corps of Engineers intends to
award a contract for the removal and disposal of an existing abandoned
pier located adjacent to Ocean Avenue in the municipality of Long
Branch, NJ. The nearest cross street is Laird Street. The pier consists
of a reinforced concrete deck supported by a reinforced concrete beam
and timber beam superstructure which is founded on square (18" x 18")
reinforced concrete piles and 12" diameter timber piles. The pier
extends for a length of approximately 550 feet from the adjacent timber
boardwalk, over the existing beach and out into the ocean. The pier
width is approximately 157 feet wide from the boardwalk to a point 95
feet out from the boardwalk. From this point the pier width is
approximately 80 feet wide for its remaining length. Miscellaneous
piles located beyond the pier shall also be removed. The work includes
demolition of the existing pier and removal of resulting rubble and
debris. Rubble and debris shall be removed from the project site daily
in orderto avoid accumulation at the project site. In the interest of
occupational safety and health, the work shall be performed in
accordance with the 3 September 1996 version of the US Army Corps of
Engineers Safety and Health Requirements Manual, EM 385-1-1, Section
23, Demolition, and other applicable sections. The contractor's hours
of operations shall be during the daylight hours between 7AM and 7PM
local time. The Contractor will be required to submit a Work Plan which
identifies the procedures proposed for the accomplshment of the work.
Included shall be the methods of removal of the reinforced concrete
deck, superstructure framing and pilings. The procedures shall include
a detailed description of the methods and equipment to be used for
each operation, and the sequence of operations in accordance with EM
385-1-1. The Work Plan shall also address the containment of debris
that may drop into the ocean and the removal of debris from the site to
an upland disposal or reclamation facility designated by the Contractor
and approved by the Contracting Officer. Piles are to be removed
completely. In the event any piling cannot be pulled out completely,
piling may, upon the specific approval of the Contracting Officer, be
cut off at 3 feet below the existing grade from the MLW line to the
landward side of the pier. The piles may be cut off at the mudline from
the MLW line to the seaward end of the pier. The estimated construction
cost range is between $500,000 and $1,000,000. The construction
duration is 56 calendar days from receipt of the Notice to Proceed.
Plans and Specifications will be available on or about 21 July 1997 for
a bid opening date on or about 21 August 1997. To obtain plans and
specifications, mail only checks or money orders in the amount of
$35.00 per set payable to "USA, COE, FAO, NED" and addressed to the
U.S. Army Corps of Engineers, Contracting Division, Room 1843, 26
Federal Plaza, New York, NY 10278-0090. Parties requesting plans and
specifications must do so in writing, stating the solicitation number
and giving the complete name, street address (no PO Boxes), telephone
number and facsimile number. The plans and specifications may be
examined at the following locations: This office at 26 Federal Plaza,
Room 1843; Browns Letters, 1167 McBride Avenue, West Paterson, NJ; and
F.W. Dodge Co., 1633 Broadway, Paramount Plaza Building, New York, NY.
The NY District Army Corps of Engineers is recommending and requesting
that any prospective bidders attend a site visit at the Long Branch
