This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 243-IFB-97-4020. The solicitation is issued as an invitation for bid (IFB). This solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular FAC 90-46. Notice there is no set-aside for this solicitation, the standard industrial classification code is 3069 and the size standard is 500 employees. Line item as follows: 1. Woven geotextile fabric; 350,000 square yards; minimum roll width is 18 feet. The description of requirements is AMOCO 2002 or equal to meet the specifications as follows: Grab Tensile ASTM D 4632 200 lbs; Grab Elongation ASTM D 4632 15%; Mullen Bust ASTM 3786 400 psi; Puncture ASTM D 4833 90 lbs, Trapezoidal Tear ASTM D 4533 75 lbs; UV Resistance ASTM D 3884 70%; Apparent Opening ASTM D4751 30/70 US Sieve; and Permittivity ASTM 4491 4 gal/min/ft2. The date for delivery is August 15, 1997 and the place of delivery and acceptance and FOB point is Seattle, Washington Docks. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition and there is no addenda to the provision. The clause at FAR 52.212-2, Evaluation Commercial Items, applies and the specific evaluation criteria to be used is as follows: 1 The technical capability if the item offered to meet the Government requirement; 2 price; and 3 past performance, technical and past performance, when combined, are equal to price. All bidders are required to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its bid. The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition andthere is no addenda to the clause.
