requirement for a contractor to provide recommendations and revisions
to the current General Chemistry text and to provide undergraduate
instruction in Chemistry and Physical Chemistry. This is a combined
synopsis/solicitation for a commercial item/service prepared in
accordance with the format in the FAR Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This solicitation is issued as
a Request for Quotation (RFQ) solicitation number F0561197T5872. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-46. The Standard
Industrial Classification is 8221 and the business size standard is
$5.0 million. The proposed contract listed here is set aside for small
business. CLIN 0001 (the only CLIN) is for 12 months of service. The
contractor shall serve as an instructor, lecturer and laboratory
instructor teaching one section of general chemistry during the Summer
1997 term, two sections of physical chemistry laboratory and one
section of physical chemistry lecture during the Fall 1997 term, and
three sections of general chemistry during the Spring 1998 term, at the
USAF Academy, CO. The contractor shall evaluate selected chapters of
Applications and Concepts in Chemistry, make recommendations for
changes, and assist in its revision. The contractor shall evaluate and
recommend revisions to the physical chemistry program. The contractor
shall plan and manage research in physical chemistry. Quotes are due
8 July 97. (1) Award is anticipated by 11 July 97. The period of
performance shall be from 11 July 97 or the date of award (which ever
is later) through 30 June 98. (2) Contractor responses shall include a
price quote and a Curriculum Vitae. The CV shall address: academic
instruction received; degrees and distinctions awarded; academic
courses taught; contributions to and authorship of general and physical
chemistry texts; publications in juried/peer reviewed journals and
publications; research projects completed; advising experience with
undergraduate students; and mentoring experience with military
undergraduate cadets. (3) Written quotes shall be received at
Operational Contracting Office, 8110 Industrial Drive, Suite 200, USAF
Academy CO 80840 until 3:00 PM MDT July 8, 1997. Faxed quotes shall be

Offerors-Commercial Items (Oct 95) is incorporated by reference and
applies to this acquisition. The provision at FAR 52.212-2, Evaluation
-- Commercial Items (Oct 1995) applies to this acquisition. The
Evaluation Factors, Listed in descending order of importance, are: (1)
Academic qualifications (Ph.D. in physical chemistry); (2)
Demonstrated text writing ability (author or co-author of general
chemistry text); (3) Teaching experience (2 years experience teaching
physical chemistry and experience teaching each of the following: the
chemistry of rocket propulsion, fuels, energy, environment, planetary
and interplanetary chemistry, and forensics/drug testing); (4) Advising
and mentoring experience (5 years experience at a military academy in
the last 10 years); and (5) price. NOTE 1: Academic qualifications,
teaching experience, demonstrated text writing ability, research
ability, and mentoring experience are, when combined, more important
than price. Offerors who fail to meet the technical requirements as set
forth above may be considered nonresponsive to the Request for
Quotation. NOTE 2: The above items will be graded using the following
criteria: 1) Does not meet the standard (-), (2) Meets the standard
(0), (3) Exceeds the standard (+). The offeror who has the best
combination of (+) and (0) signs on the evaluation criteria scoring and
is considered to be most advantageous including price to the Government
will be considered the apparent awardee. The clause at FAR 52.212-4,
Contract Terms and Conditions-Commercial Items (Aug 1996) is
incorporated by reference and applies to this acquisition. The
following addenda also are incorporated and apply to this solicitation:
52.204-6 Contractor Identification Number -- Data Universal Numbering
System (DUNS) Number (Dec 1996). The clause at FAR 52.212-5, Contract
Terms and Conditions Required to Implement Executive Orders-Commercial
Items (Aug 1996) is incorporated by reference. However, for paragraph
(b), only the following additional FAR clauses cited in the clause are
checked and applicable to this solicitation: numbers 6, 7, 8, 9, and
14. For paragraph (c), none of the additional FAR clauses cited in the
clause are applicable to this solicitation. The clause at DFARS
252.212-7001, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders Applicable to Defense Acquisition of
Commercial Items (Nov 1995) is incorporated by reference. However, for
paragraph (b), none of the additional DFARS clauses cited in the
clause are applicable to this solicitation. Additionally, each offeror
shall include a completed copy of the provision at FAR 52.212-3,
