Point of Contact is: Director of Procurement, McDonnell Douglas Aerospace (MDA) (314) 232-9154. The F-15 Program Office (ASC/FBA) at HQ Aeronautical Systems Center, Wright-Patterson AFB, OH, proposes to award a contract to McDonnell Douglas Aerospace Corporation, St. Louis, MO for Fiscal Year (FY) 98 Longlead in the fourth quarter of FY97 and for up to six (6) F-15E Attrition Aircraft in the first or second quarter of FY98, pursuant to the authority of FAR 6.302-1 (10 U.S.C. 2304(c)(i) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, for the follow-on production of F-15E attrition aircraft. This effort will include the fabrication, assembly and delivery of up to six (6) F-15E production aircraft to the field as well as associated data, and warranty. An Ombudsman has been appointed to hear concerns from potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the Program Director or Contracting Officer, but to communicate contractor concerns, issues, disagreement, and recommendations to the appropriate government personnel. When requested the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of the proposals or in the source selection process.
