NCCOSC RDTE DIV seeks to identify companies that manufacture long
range high resolution surveillance camera systems. The system shall
operate in day, twilight, and night conditions in various marine
environments. The cameras will be integrated with Navy-owned lenses.
The day camera will work with a 4-inch, multi-focal length lens. The
twilight and night camera shall work with a 12-inch, multi-focal length
lens. The twilight and night system shall use image intensified cameras
and active range gated technology, and shall provide the option of
operating with or without the laser. CAMERAS -- Both the day and night
cameras shall provide an RS-170 output video format. Each camera shall
provide options for both manual control and auto functions. The day
camera shall provide an output for auto-iris control of the lens. The
night camera shall provide manual controls for depth of field and
range. LASER -- The acceptable wavelength band for the laser to operate
is 900 nanometers or greater. The laser shallhave manual controls for
output power and pulsewidth. The projected footprint of the laser shall
not overfill the field of view of the cameras by more than 15%, as
measured at 1/E2 full divergence. NAVY LENSES -- Day: Davro Optical
Systems, 100 mm entrance aperture, Maksutov Cassegrain, 6 discrete
focal length positions (368 mm, 760 mm, 1090 mm, 1355 mm, 2030 mm, 3100
mm), image format = 16 mm diagonal, C-mount. Night: Davro Optical
Systems, 305 mm entrance aperture, 2 focal length positions (500 mm,
2000 mm), image format = 16 mm diagonal, C-mount. SAFETY FEATURES -- A
Proximity Sensor shall be provided to shut the laser off if an
obscurant enters the field of projection of the laser within the range
gating range. The laser shall have accompanying documentation
certifying that the laser is eye-safe within a specified range (the
nominal ocular hazard distance shall be specified). SURVEILLANCE RANGE
-- day, 12 km; twilight, 8 km; night, 6 km. TARGET -- Read target
letters 35 cm high or greater with a 50% or greater scene contrast and
a target reflectivity of 70%. Interested parties should submit a
description of qualifications with respect to the foregoing. Responses
should be limited to 10 pages of written text. There is no page limit
for brochures, publications, resumes and other attachments. Responses
are required on or before 10/7/97. Firms which fail to provide the
required information may not be considered for inclusion into any
resulting source list. Facsimile and telephone responses will not be
considered. This notice is to assist NCCOSC RDTE DIV in determining the
