E-MAIL: Tyndal L. Lindler, tlindler@mail.arc.nasa.gov. NASA/ARC plans to issue a Request for Proposal (RFP) for a competitive follow-on procurement for the Aviation Safety Reporting System. A hybrid contract is contemplated with a two-year base period and three (1) year priced options. The SIC Code and Size Standard for this procurement are 8742 and $5 million, respectively. The ASRS provides information to the aviation community to assist in reaching the goal of eliminating unsafe conditions and preventing avoidable incidents and accidents. The principle mission of the ASRS is to acquire data concerning real and potential deficiencies in the National Aviation System and maximize effective use of that data in furtherance of the aviation safety and system planning. The ASRS has two primary aspects: one dealing with an incident reporting program and the other with research concerning aviation safety related data. The ASRS is designed to perform four primary functions: 1) communication with the aviation community to insure a continuing flow of data into the incident reporting system; 2) receipt, processing and de-identification of this data; 3) analysis of processed data and 4) preparation and dissemination of reports and other publications based on this data for the benefit of the aviation community. Another requirement is to support research and development activities as exemplified by the Aviation Performance Measuring System (APMS). The current purpose of APMS is to develop tools and methodology concerning aviation safety related data. Conflict of interest rules may apply which would prohibit participation in related acquisitions. This will be a contractor-owned/contractor operated facility. All information must be submitted in writing to NASA-Ames Research Center, ATTN: Acquisition Division, Tyndal Lindler, JAI, M/S 258-5, Moffett Field, CA 94035. See Numbered Note 26. The anticipated release date of RFP2-36748 is on or about September 2, 1997 with an anticipated proposal due date of on or about October 31, 1997. A draft version of the RFP shall be released for industry comment on or about August 4, 1997, with comments due back 14 calendar days after draft RFP. All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed -- See Note "B".
