will be procured utilizing a competitive negotiated process. Proposals
from eligible business concerns will be accepted for the George
Washington Memorial Parkway Project PRA/NPS-GWMP 1A75,77, in Fairfax
County, Virginia. The project consists of the rehabilitation of the
bridges over Dead Run and Turkey Run, including total replacement of
the existing bridge decks with precast deck panels, and replacing the
railing on the southbound Dead Run bridge, and on the northbound and
southbound Turkey Run bridges. The work also includes hot asphalt
concrete pavement placement, latex modified concrete overlay, stone
masonry construction, and other miscellaneous work. Principal items of
work and approximate quantities are as follows: Replace bridge deck,
3,600 m2, including 42,000 kg of prestressing steel; Hot asphalt
concrete pavement, 3,400 metric tons; Structural concrete (latex
modified) for bridge deck overlay, 4,070 m2; Bridge railing, 690 m; and
Stone masonry guardwall, Type 1, 560 m. The project is expected to fall
within the price range of $2,500,000 to $5,000,000. Evaluation of the
proposals will be based on, but will not be limited to: The offeror's
price; construction methodology; estimated contract completion time;
and past performance history on similar construction projects. Final
criteria will be detailed in the request for proposal and contract
booklet. Request for Proposal No. DTFH71-97-R-00003 to be issued on or
about July 22, 1997. Plans, proposal and contract booklets, standard
specifications, and other proposal documents, will be available on or
after the issuance date, from the Federal Highway Administration,
Eastern Federal Lands Highway Division, 21400 Ridgetop Circle,

bidders, subcontractors, and suppliers. Please call to verify
availability of the proposal documents. All requests for proposal
documents and planholder's lists will be mailed first class. It is
strongly recommended that all requests for proposal documents and
planholder's lists be received 7 calendar days before receipt of offers
to ensure receipt of requested materials. Requests for 'faxing' or
overnight mailing will not be accepted. Proposals due on or about
August 20, 1997, at 2:00 pm, local time, at the Federal Highway

Engineer. The following applies to Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT) Office of Small and Disadvantaged Business Utilization has
bonding programs to assist minority, women-owned and disadvantaged
business enterprises in acquiring short-term capital and bonding
assistance for transportation-related contracts. Loans are available
under the DOT Short Term Lending Program (STLP) at prime interest rates
up to $500,000 to provide accounts receivable financing. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $1,000,000 per contract. DOT provides an 80
percent guaranty on the bond amount to a surety against losses. For
