Aeronautical Systems Center (ASC), Precision Strike System Program
Office (SPO), plans to acquire technical support for the
OA-8921B/AXQ-14 receiver-transmitter (Weapon Data Link), for the RT
1210/AXQ-14 Data Link Pod used with both the GBU-15 and the AGM-130
weapon systems, and for associated factory test equipment/field and
depot support equipment. Knowledge of the F-15E weapon/pod interface is
also required. The contractor will also provide individuals with
knowledge of WDL antenna pattern characteristics, WDL telemetry card
installation procedures, expertise to conduct field test and
evaluations on both Pods and WDLs, plus the skills needed to remove,
repair, and replace system components in the field. All interested
sources may submit a statement of capability for consideration by the
government in accordance with Note 25. All responses to this synopsis
shall be evaluated in the following areas: a. Technical knowledge of
the OA-8921B/AXQ-14 receiver-transmitter (Weapon Data Link); the RT
1210/AXQ-14 Data Link Pod used with both the GBU-15 and the AGM-130
weapon systems; associated factory test equipment/field and depot
support equipment; and system testers to include the F-15E interface
requirements; b. Ability to test, evaluate, analyze AXQ-14 system
equipment to a level beyond USAF field and depot technical orders.
Additionally, the government does not maintain a current engineering
data package that allows for an in-depth systems analysis. The approved
system specification and incomplete/outdated drawing package are
available for information purposes by contacting the Contracting
Officer or the Contract Specialist shown below. At present, technical
services are being procured from Hughes Aircraft Company (HAC), Radar
Systems, Los Angeles, CA. Firms responding to this notice should
indicate whether they are small or small disadvantaged business IAW FAR
5~2.219-1. This is not a request for proposal and is not to be
construed to be a commitment by the government. Procurement is
contingent upon receipt of funds. Closing date for submission of
qualifications is 15 days after the date of publication of this notice.
