request for information (RFI); neither a draft statement of work nor
specifications are available. The United States Government Printing
Office (GPO) is seeking information on a Commercial Off The Shelf
(COTS) Windows NT based time and attendance, labor reporting, and
productivity accounting management software system to replace an
existing Production Reporting for Operations, Budgeting, and
Expenditures (PROBE) system installed at the GPO central facility. The
GPO is a Legislative Branch Agency overseen by the Joint Committee on
Printing (JCP) and managed by the Public Printer of the United States.
GPO executes orders for printing and binding placed by Congress and
Executive Departments in accordance with 44 U.S.C. It is tasked with
furnishing printing supplies to Federal Agencies, and sells Government
publications to the public and customers throughout the world. It also
supplies selected Government publications to depository libraries
located throughout the United States. Not all work is performed
in-house at GPO; consequently, GPO awards and administers commercial
contracts for a wide variety of printing and binding services, and acts
as liaison between ordering agencies and contractors. Most of GPO's
work is performed on a cost reimbursable basis through its printing and
binding revolving fund. The current PROBE system software is AIDE code,
operating on two Data Pathing Processors, each with 64K of main memory
and 384K of auxiliary memory, one 30 megabyte data disk, one hundred
and forty six terminals (141 SDT 103 terminals and 5 CRT terminals),
three 800 BPI tape drives, and one disk processor with 64K memory. The
system operates 24 hours a day, seven days a week, and interfaces with
the mainframe to view and store all transactions online. The current
system captures time and attendance data for approximately 3800
employees located at the Central facility, working modified or
alternative shifts, and at various remote sites located around the
country. In addition, the current system provides the capability for
employees to charge their labor to approximately 3200 different
operations and classes, and for those employees required to charge
labor, they must also report productivity (units of production) through
the current system with their time being charged to either a Jacket
number or Program number, i.e., a multi-functional capability to report
and capture various forms of data. The current system provides error
detection and correction routines, either at the time they are
encountered or through the use of an exception labor transaction. Time
and attendance, labor, and productivity information captured via the
PROBE system is passed to and utilized in other Financial Management
mainframe applications in support of the financial operations of the
Agency, including; recovery of costs. GPO requests interested parties
to submit information describing product offerings which will perform
these functions or provide your URL website address. Interested

other descriptive literature which provides sufficient detail to enable
preliminary functional evaluation of the COTS product. Information
