Furnish all labor, expertise, supplies, and materials to develop/ provide comprehensive manuals (haulage and inspector's) for the mining industry in accordance with all specifications. The Contractor shall provide a state-of-the-art haulage road design manual which will be applicable to mining sites throughout the United States. The manual will emphasize how the mine haulage roads need to be designed to be compatible with the operational characteristics of the mining equipment that typically uses them. As part of the contract, the Contractor shall visit sets of three representative coal mines in each of MSHA's eastern, midwestern, and western regions and visit sets of three representative metal/nonmetal mines in each of MSHA's east, midwest, and west regions for a total of 18 mine site visitations nationwide. Contractor shall document the haul road conditions and practices in general use at each site. This information is to be incorporated into the manual to ensure that the manual is practical, and that it addresses the conditions found across the mining industry. The final design manual, and the inspector's manual, will be completed within one year after the date of the contract award.
