The Office of International and Refugee Health (OIRH), through the Program Support Center (PSC), Division of Acquisition Management (DAM), has a five year requirement for the provision of technical services to the Office of International and Refugee Health, and through OIRH to USAID and specific PHS agencies/offices, in a broad range of disciplines related to health and development, particularly in the developing world. These services will be provided in the following areas: health care reform; financial and management systems; epidemiological surveillance of new and reemerging diseases; child welfare; quality assurance; primary health care; maternal and child health; HIV/AIDS; family planning; water and sanitation; organizational, management and strategic planning; biologics quality control; and vaccine safety. This contract will provide a mechanism through which the time and effort of highly specialized experts can be obtained from outside the Federal Government, when the requisite skills or personnel are not readily available within PHS. The contract would also be used to write policy/issue papers and speeches on international health topics; conduct workshops and/or conferences on health and development issues; and, provide logistical support to travel1ers.
