Environmental Contracting Division (HSC/PKV), who provides contracting
support for the Air Force Center for Environmental Excellence (AFCEE),
is preparing to release a Request for Proposal (RFP) for Systems
Engineering and Technical Assistance (SETA) support. The services
contemplated include SETA support for Installation Restoration Program
(IRP), Base Realignment and Closure (BRAC), Environmental Planning,
Environmental Quality, Infrastructure and weapons systems, Air
Installation Compatible Use Zone (AICUZ), Environmental Impact Analysis
Process (EAIP), and occasional Military Family Housing. Specific
performance includes: requirements studies and analyses; groundwater
flow modeling; cost, risk and feasibility analyses; technical reports;
specialized graphics; facilitating technical workshops and assisting
in technical presentations. Assistance in drafting procedures, manuals,
system specifications and standards, training documentation and
statements of work may also be required. An Organizational Conflict of
Interest Clause will be included in the solicitation. Performance
Price Trade Off evaluation procedures will be followed. Two contract
awards are anticipated, one awarded under full and open competition and
one awarded as a Small Business Set-Aside. The Standard Industrial
Classification (SIC) for this effort is 8742, with an applicable size
standard of $5M. This size standard establishes eligibility as a small
business for this acquisition. The contracts are contemplated to be
Indefinite Delivery, Indefinite Quantity (IDIQ) with both firm fixed
price (FFP) and time and material (T&M) line items. The duration of the
contract periods will be five years. The total program value is an
estimated $46M. The RFP is projected to release on or about 28 July
1997. The RFP will be issued via the San Antonio RFP Acquisition
Highway (SARAH). The internet address for SARAH is
